The <br />length will vary'as mining progresses and,will be shortened <br />as mining progresses to the south. This road is the land- <br />owners primary.access to this site and the land they own <br />that surrounds the mine. It will remain, when mining and <br />reclamation ends for their use. <br />Rule 6.4.5 Exhibit F - Reclamation Plan <br />4. Yuma County will commit to doubling the seed mix if broad- <br />cast seeding is needed at the mine. <br />2.. After reviewing your comment I called Ms. Julie Elliott at <br />the NRCS office to get her input on using manure at this <br />mine. She suggested we avoid using any soil enhancements <br />that contained nitrogen. She explained that the soils in. <br />this area were nitrogen rich and did not need more. She <br />also pointed out that using 20 tons of cow manure per acre <br />on the seedbed would only bring unwanted weed seeds into the <br />mine,,promote Kochia growth and hinder growth of the native <br />species-of grass. At this time we feel it is prudent to <br />heed her warning and will remove the commitment to placing <br />cow manure or chemical fertilizers to the seedbed for this <br />mine. The Reclamation Cost Estimate should also be revised <br />to remove the commitment,to`added manure, too. <br />5. The use of the word if is a qualifier used to hedge on the <br />depth incase we find there is no topsoil on large areas of <br />the mine. This allows the operator to use only the top- <br />soil/growth medium available and not have to import material <br />if it did not 'exist on the site ,to begin with. In the <br />northwest corner where mining took place in the past there <br />is no topsoil. This.is where the qualifier would cover us. <br />Without doing the calculations-resoiling this area would <br />reduce the material available for-the rest of the mine, <br />meaning we could option to not resoil that area or reduce <br />the amount of material placed on the rest of the area. The <br />County would prefer to resoil the entire area and, so must <br />reduce the average depth so there is enough soil to go <br />around. You are correct in that I should have use a range <br />instead of a finite number. The average depth of soil noted <br />in the soils report is 10 toll inches. The law does not <br />require Yuma County to commit to-replacing-more topsoil than <br />is on the site now. They will commit to salvaging what <br />growth medium is available-from the disturbed area and <br />replacing it all on the site at an,average depth of 6 to'8 <br />inches and if more is available it will be used. <br />6. I agree, I should have noted a Technical Revision would be <br />submitted to change the seed mix and we will wait to imple- <br />ment the change until the Division approves the change.
