Our comments are limited to those pertaining to the potential impact <br />of mine-induced seismic activity on the safety of Bruce Park Dam and are intended to supplement of our <br />previous letters to you dated June 11, 2003, May 16, 2006, and June 4, 2007. <br />It is our understanding that the Geotechnical Monitoring Plan for the Bruce Park Landslide prepared by <br />Yeh and Associates, Inc. dated March 26, 2008 has been included as Tab 20 in Volume IIIA in order to <br />address development of a threshold monitoring program for the landslide. Our office has reviewed the <br />proposed monitoring program and has found it acceptable as a means of monitoring the landslide and <br />providing real time data along with a response action plan based on trigger levels and alarms. <br />Implementation of the monitoring program, as submitted, satisfactorily addresses our concerns of <br />providing a threshold monitoring program for the landslide during the proposed mining activity. <br />BRL's adequacy response dated June 25, 2008 indicates that a monitoring program for Bruce Park Dam <br />and saddle dam has been incorporated into the amended subsidence section of PR-10. Our office has <br />reviewed the amended section and has found it acceptable. Although not directly stated in the amended <br />section, our acceptance assumes the Bruce Park Dam and saddle dam monitoring program will follow <br />similar instrumentation monitoring frequencies and the reporting format for the landslide monitoring <br />program, including submittal of results to both the Division of Water Resources and the owner of Bruce <br />Park Dam. Implementation of the monitoring program, as submitted, satisfactorily addresses our <br />concerns of providing a monitoring program for the Bruce Park main dam and saddle dam during the <br />proposed mining activity. <br />Water Division 4 • Montrose <br />P.
