(MCC) submits the enclosed pernit revision application (one <br />volume) for constructing MDWs on the E 2 through E 12 Panels in E Seam on the South of <br />• Divide and Dry Fork Lease Areas. This revision includes the planned phased approach to the <br />drilling of MDWs on USFS managed and private lands beginning in 2009. A letter will be <br />submitted to the CDRMS in early 2009 to specifically address the number of pads, drill holes, <br />lengths and locations of the roads through the Annual Operating Plan (USES) process. <br />This revision addresses surface disturbance on Federal Leases Nos. C-1362 and COC-67232. <br />The Dry Fork Lease (COC-67232) was approved by CDRMS as Permit Revision No. 12. The <br />revision also substitutes PR-14 for the previously submitted TR-112. MCC, after discussions <br />with the CDRMS, believes this disturbance could warrant a pernit revision under scrutiny from <br />the CMLRB and therefore is re-submitting the document as a pen-nit revision. <br />The attached Final Environmental Impact Statement (FEIS) for the Deer Creek Shaft and E Seam <br />Methane Drainage Wells Project addresses both drilling on the PR-10 area as well as the Dry <br />Fork Lease Area PR-12. Another technical revision TR-111 and Minor Revision No. 347, were <br />approved by CDRMS and addressed the both the conceptual and actual surface disturbance <br />regarding drilling on the E 1 Panel in the South of Divide C-1362 Federal Lease area. Tine FEIS <br />is incorporated as a stand-alone Exhibit 79 to the permit document. Attached are discs of the <br />FEIS. Please note that Exhibit No. 79 was submitted with both TR-111 and this PR to aid in the <br />Division's review process. No increase of production is anticipated as a result of this permit <br />revision. <br />To help facilitate your review, the following changes to the pernit document were made: <br />Maps: E Seam MDW Drilling Map. This map at a scale of l "=800'will be incorporated <br />as Map 69.
