Sherman
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
The Division of Reclamation Mining and Safety has calculated the reclamation liability estimate for the
above referenced proposed project. (Enclosed) Staff notes that at this time there is some uncertainty as to
what topsoil underlies the ore pile. It is also understood that there may actually be an exposed sandstone
shelf and no topsoil will be required at all. Nuvemco with BLM's help has identified an alternative source
of topsoil like materials in lower John Brown Canyon in the event no topsoil is available. Based on the
review of the plans the worst case scenario for reclamation would require the movement of some 750 cubic
yards of material up John Brown Canyon to the site. Staff has calculated the bond based on this scenario.
An estimate was also done eliminating the tasks required should favorable soils or conditions warrant no
need for moving additional material up the canyon.
Based on the worst case staff has estimated the reclamation liability to be $13, 220.00. Once the ore pile is
removed and conditions are assessed a reduction in the bond could be requested if no additional soils are
required down to the estimated $7,346.00. Another alternative given the short time span for the project
would be to wait and request a bond reduction down to secondary seeding and mobilization once initial
reclamation is completed.
Please review the estimate. If there are any errors or clarifications that might affect the estimate please
contact staff immediately. If Nuvemco accepts the estimate please submit written correspondence agreeing
to the amount. Additionally, BLM has been supplied a copy of the estimate. If BLM has any issues with
the estimate they will have to be addressed prior to submittal of the bond to the Division.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety,
Grand Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no.
970.241.1117.
Sincerely,
G.
