The Applicant has <br />estimated that the exposed groundwater, surface area will be 0.23 acres during May <br />through October, when the site is dewatered; and 8.3 acres during November through <br />March, when the dewatering pumps are shut off and the pond is allowed to fill. During <br />this plan period dewatering commenced in April, resulting in an estimated exposed <br />ground water surface area of 4 acres during that month. The estimated consumptive <br />uses at the site during this plan period are: <br />• 5.74 acre-feet for evaporative losses <br />• 1 acre-foot for dust control <br />• 1.62 acre-feet for water lost in product (55,000 tons per year estimated <br />production) <br />• Total Consumptive Use = 8.35 acre-feet <br />• Total Lagged Consumptive Use = 10.97 acre-feet <br />The SWSP accounts for depletions from current and past consumptive use at the <br />Loloff site. The lagged depletions were calculated using an SDF of 60 days. Attached <br />Table 1 specifies the lagged depletions from the evaporation and mining operations. <br />Replacement Sources <br />The replacement sources proposed for this operation include recharge <br />associated with one share of New Cache La Poudre Irrigation Company, the Loloff <br />Section 4 Ditch and leased water from the Lake Canal Company. <br />The applicant proposes to use the Loloff section 4 Ditch conditional water right <br />for replacement purposes, if available. The Loloff Section 4 Ditch collects seepage and <br />waste water in the vicinity of the Loloff Pit in the SW1/4 of the NW1/4 of Section 4, <br />Township 5 North, Range 65 West. The Division 1 Water Court adjudicated a <br />conditional water right for the Loloff Ditch in case no. 87CW152 for up to 4 cfs of water <br />with an appropriation date of March 15, 1987 (administration no. 50112.00000). The <br />decreed uses of the Loloff Ditch include irrigation and augmentation. According to the <br />SWSP request, there is a flume and recorder to measure this water right, which has <br />been approved by the water commissioner. The applicant proposes to use this water <br />right first, if available, since it is a junior water right. <br />The applicant also owns 1 share of New Cache Irrigation Company and will <br />utilize the share under the Lower Poudre Augmentation Company ("LPAC") recharge <br />program. The recharge program is, currently operating under a substitute water supply <br />plan, pending approval of associated water court cases 04CW025 and 06CW295. The <br />New Cache La Poudre Irrigation Company operates the augmentation plan and makes <br />replacements. The amount of recharge water available during this plan period is 3.25 <br />acre-feet. <br />
