Consultants Inc.. This technical report can be found as Attachment 2 of Volume 11 of the Cresson Project
Mine Life Extension Permit M-1980-244 Application submitted in April 2008. CC&V does not anticipate any
adverse hydrologic impacts to the Grassy Valley drainage area.
Traffic Impact Stuff:
Comment #7. The TIS identifies two specific roadway modifications (intersection improvement at SH 67/CR 821,
and realignment of CR 82), but does not identify the financial responsibility or schedule for completing these
improvements. Please provide details on anticipated construction.
Response CC& V is responsible for completing the improvements to the intersection of County Road
821 and Highway 67, and the realignment of County Road 82. The anticipated time frame for completion is
December 2009 for CR 821/ Hwy 67 and December 2010 for CR 82. An Improvement Agreement for the
completion of these improvements will be presented to the Planning Commission on August 13, 2008 and
the Board of County Commissioners on September 11, 2008. The Improvement Agreement will be amended
with detailed engineering and cost information prior to initiation of any work.
Comment #8. The modification of the SH 67/CR 821 intersection will most likely require a CDOT access permit
and approval of construction plans.
Response CC&V is aware that modification of the SH 671CR 821 intersection will most likely require
a CDOT access permit and approval of construction plans and that process is ongoing and will be completed
by the time construction activities commence in 2009.
Comment #9. The discussion of a left turn deceleration lane from SH 67 and an acceleration lane on to SH 67 on
Pages 10 and 11 should include the proposed acceleration lengths, based on AASHTO guidelines. Additionally, the
determination of the left turn storage requirement, listed as 100 feet so that two 50-foot tractor-trailer combinations can
be stored, should be based on the length of vehicles reasonably expected to use the lane. If the typical delivery truck
that would use this lane is 50 feet long, then the assumption of 100 feet of storage is reasonable. If it another vehicle
is typical, the proposed storage length should be adjusted accordingly.
Response CC&V will incorporate the appropriate storage length requirement for the left tum storage
as approved by CDOT in the final approved construction plans for the project.
Thank you for your time as it pertains to this matter, and should you have any further questions, comments or need any further
information, please contact me at (719) 689-4056 or Timm Comer, Chief Environmental Coordinator at (719) 689-4055.
, Environmental Resources
Attachments
CC: Berhan Keffelew, Colorado Division of Reclamation, Mining and Safety
Paul Clarkson, Teller County Community Development Services
