III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />23 July 2008 <br />Pg 1 /6 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the Inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br />The inspection was conducted on 23 and 24 July 2008. Jennifer Sekulski and Ryan <br />Pawlowski of CCC accompanied me on both days of the inspection. The mine was <br />actively mining coal and hauling coal to the loadout at the time of the inspection. <br />The weather very hot and sunny and the ground was dry on both days of the <br />inspection. <br />Signs and Markers: - All of the necessary signs were in place as required at the time <br />of the inspection. Mine ID signs were in place at the main entrance and at all of the <br />ponds along Colorado Highway 13 as required. Colowyo has a mine identification <br />sign at the access point (by the Sturgeon house) along Colorado Highway 13, which <br />is the access point to the Section 28 Pond. <br />Roads: - The mine access road and haul road to the Gossard Loadout is a paved <br />road. The road was well maintained and in good condition. <br />- The haul roads in the East and West pit areas were dry and appeared to be well <br />maintained and stable at the time of the inspection. No erosional problems were <br />noted on these roads. There was some dust on the roads but the operator was <br />actively watering the roads. <br />- The light-use roads around the Gossard Loadout and to the rail loop were dry and <br />appeared to be well maintained and in good condition at the time of the inspection. <br />- The haul roads in the Bower project area (topsoil removal) are well maintained and <br />appear to be stable. These roads are in and west of the box cut area for South Taylor <br />and east of the existing Section 16 Pit. These roads are for continued topsoil removal <br />operations in advance of the mining in the South Taylor area. <br />- The light-use road to the Section 16 Pond and reclamation (a spur off of the Bower <br />haul road to the topsoil stockpile) was well maintained and appeared to be stable at <br />the time of the inspection. <br />- The light-use roads in the East Pit reclamation area were all dry. There was some <br />minor rutting and rilling but overall these roads appeared to be stable and were in <br />good condition. <br />- The road in Taylor draw (to the West Pit, East Taylor and West Taylor Ponds) was <br />recently bladed up to the East Taylor Pond. The remaining road to the West Taylor <br />Pond was not in need of any work at this time. The road appeared to be stable and <br />was in overall good condition. No erosional problems were noted on the road. <br />- Anson has constructed a new road to their topsoil stripping area west of the West <br />Taylor Fill area. The road appeared to be stable and was in good condition at the <br />time of the inspection.
