Cattany <br />Paonia, Colorado 81428 Division Director <br />Natural Resource Trustee <br />RE: Bowie No. 2 Mine, Permit No. C-96-083, Bowie Resources LLC <br />Technical Revision No. 54, Mine Water Discharge, Adequacy Review <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining and Safety (Division) has finished its adequacy review of <br />Bowie Resources LLC's (BRL) submittal of Technical Revision No. 54 (TR-54) for the Bowie No. 2 Mine. <br />The following are the Division's questions and comments: <br />Section 2.05.3, Operation Plan - Permit Area <br />Please depict the proposed route, buried and above ground, and the outfall location of the mine <br />water discharge pipe on Maps Nos. 15-1 and 21-1. <br />Section 2.05.6, Mitigation of the Impacts of Mining Operations <br />2. Please ensure that there is erosion protection at the mine water discharge pipe outlet. If riprap is to <br />be used, please designate this on Maps Nos. 15-1 and 21-1. <br />Please demonstrate that the State Highway 133 ditch and culvert which will receive the mine water <br />discharge can handle the increase in flow proposed in TR-54. Also, please provide documentation <br />that CDOT approves of the proposed increase in flow in the State Highway 133 ditch and culvert. <br />4. Please add a discussion to the permit application text that describes whether or not there are any <br />lands, river banks, structures, alluvial valley floors or prime farm land on either side of State <br />Highway 133 that potentially may be adversely affected by the mine water discharge quantity or <br />quality. If so, how will BRL mitigate such potential effects. Please include in your discussion the <br />possibility of additional sediment entering the North Fork of the Gunnison River due to erosion. <br />5. The Division understands that BRL is in the process of applying for a revision to the NPDES <br />permit to change the location and the rate of flow for the mine water discharge point 006 as <br />described in TR-54. Please provide a copy of the revised NPDES permit when it is obtained. <br />6. On proposed page 2.05-69, the water analyses presented were based on water that came from the <br />B-8 panel headgate. The Division would like to know if the water sample was taken before or after <br />the water entered the underground sump. If the sample was taken before the water entered the <br />underground sump, please explain why BRL believes that there would not be any difference in the <br />water quality of the sample if it had been sampled after it had entered the underground sump. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
