Mr. Jim Stover, P.E.
July 16, 2008
Page 2
reasoning that clarification was unnecessary. We do not agree. The language
cited by the Division in the original comment likely does reflect the situation at
the time of original writing in the early 1980's, but the situation subsequently
changed, and limited surface drilling has been conducted in a number of locations,
for various purposes. The Division typically requests updates to permit narrative
over the course of mine life, as warranted to maintain an accurate description of
current operations and operational history. Language implying that drilling has
not been planned or conducted in the permit area is inaccurate and should be
updated.
Please provide amended narrative with appropriate clarification, to replace
the statement that "no surface borings or drill hole programs are planned
within the permit area..."
4. The Division requested submittal of a revised Affected and Disturbed Areas Map
(Figure 2.2-1), incorporating TR-16 proposed disturbed area boundary, and
current underground workings "affected area to date" and "future affected area".
An amended Figure 2.2-1 was submitted as requested. We have noted a couple
concerns with the map. First, in various locations the stream channels of
McClane Creek and East Salt Creek, depicted by blue dashed line, do not
correspond to the valley thalweg indicated by the contour lines (a remnant
problem from the current version of the map). Second, the McClane Canyon
permit boundary line was not included on the amended version of the map.
Please provide and amended version of Figure 2.2-1, with the apparent
stream channel location errors corrected, and the permit boundary line
included.
7. through 10. The Division requested further narrative, location, and design information
addressing Light Use Roads #1, #2, and #3, as well as a narrative status update
regarding the reclaimed light use road constructed in 2005 along the North Fork
of Munger Creek to a remote drill site. Updated narrative was provided on
amended page 2-32. Light Use Roads #1 and #2 are depicted and labeled on
