• A standard of at least 150 live woody plant stems per acre will apply on
"Grassland" targeted areas of post-2008 reclamation.
• A standard of at least 250 live woody plant stems per acre will apply on at least
3% of the pre-2008 reclaimed surface.
The operator countered with:
• Minimum 250 acres of Sagebrush Steppe (core areas and ecotone);
standard of 375 stems per acre on core areas, 200 per acre on ecotone (200
and 100 per acre respectively, if documentation of "positive recruitment").
At least one half of the totals would be "sagebrush species".
• A standard of 0 stems per acre on grazingland areas.
• A standard of at least 150 stems per acre on at least 3% of the pre-2008
reclaimed surface.
It would appear that progress is being made toward resolution. Pending
discussion with DOW, the Division would accept, as our final offer:
• A minimum 450 acres of Sagebrush Steppe (core areas and ecotone, based
on 50% success on the 900 (approximate) acres of potential Sagebrush
Steppe areas indicated on Map 44. A minimum standard of 375 stems per
acre on core areas, 200 per acre on ecotone (no allowance for "positive
recruitment'). At least % of the shrubs on core areas and ecotone areas
will be big sagebrush (Artemisia tridentata), and none of the countable
shrubs will be fourwing saltbush. Sagebrush Steppe core areas shall
comprise at least 225 acres of the post-2008 reclaimed landscape.
• A standard of 0 stems per acre on grazingland areas.
• A standard of at least 150 stems per acre on at least 3% of the pre-2008
reclaimed surface.
Please amend the woody plant density standards section of the narrative to
conform with the stated criteria.
6. The Division requested clarification regarding measures to be taken to ensure that
the correct subspecies of mountain big sagebrush (A. vaseyana pauciflora), with a
seed source as close as possible to the Axial Basin, will be utilized. An
acceptable response and notation to the seedmix table was provided. Item
Resolved.
7. The Division requested clarification regarding certain management practices,
including big game hunting on the permit area, and interseeding of shubs as a
management practice that would be applied as warranted, when shrub seeded
parcels do not exhibit satisfactory establishment or trend. The narrative was
properly amended. Item Resolved.
