DECISION APPEALED <br />Appellants Rocky Mountain Clean Air Action el al. file this appeal of the March 7, 2008 <br />Record of Decision ("ROD") approving the E Seam Methane Drainage Wells Project ("Project") <br />pursuant to 36 C.F.R. § 215. The decision being appealed - as described on pages 4-7 of the <br />ROD - is the Forest Service's selection of Alternative 2, the Proposed Action, for the E Seam <br />Methane Drainage Wells (MDWs) and associated access. That decision will permit the <br />construction of 2.3 miles of road within the West Elk Inventoried Roadless Area (IRA) and will <br />result in the daily venting of 7 million cubic feet of methane, a potent greenhouse gas, directly <br />into the atmosphere for a period of up to 12 years. ROD at 8, 9. <br />This decision is timely filed pursuant to 36 C.F.R § 215.15. Notice of the ROD was <br />published in the Grand Junction Daily Sentinel on March 14, 2008. The appeal deadline is thus <br />11:59 PM on April 28, 20087. See 36 C.F.R § 215.15(a). <br />APPELLANTS <br />Rocky Mountain Clean Air Action is a nonprofit organization dedicated to protecting <br />clean air for healthy children and healthy communities in Colorado and the surrounding region. <br />Rocky Mountain Clean Action and its more than 100 members depend on clean air for a safe <br />climate, to maintain their health, and to sustain their quality of life. Rocky Mountain Clean Air <br />Action provided written comments on the Project Draft Environmental Impact Statement (DEIS). <br />We designate Rocky Mountain Clean Air Action the "Lead Appellant" for this appeal, pursuant <br />to 36 C.F.R. § 215.14(b). <br />Colorado Wild is a non-profit environmental conservation organization based in <br />Durango, Colorado whose primary interests and goals are the protection and restoration of <br />forested wildlife habitat throughout the Southern Rocky Mountains, including the GMUG <br />National Forest.
