At this time, we will change the permit activity status back to "active" and
you, as current operator of the site, may resume operations there. As you know, under Homestake, the
mine ceased the mining stage and began phased, final reclamation several years ago. That former
mining plan and current reclamation plan are still in effect under this permit. Therefore, until you
submit an updated plan which includes details of the types and locations of future mining disturbance,
you are limited to those which are the most currently-approved for the permit, and those might not be
the ones that reflect the direction of future mining or reclamation there.
Zeke Ward took the time to meet with Tony Waldron of our staff in Denver, and myself, at the site on
May 6, 2008, which gave us an opportunity to inspect and discuss a few possible planned changes to
the site. We appreciated his time there; an inspection report will be sent to you soon.
Mysuggestion is to try to put the new plans on paper, and discuss them with us. If the proposed plans
diverge from the current plans, submit them as technical revisions. This may be done as a series of
technical revisions, each of which maps out as much as can be reasonably foreseen. Be aware that!for
stockpiling or processing ore on the site, portions of the Environmental Protection Plan regulations
(Hard Rock Rule 6.4.20) may be required.
Each of the future revisions may include some level of bond recalculation by this office. At present
the bond amount is $268,500, which this office considers to be more than sufficient to complete the
outstanding reclamation (which is quite minimal at this point). The current plan allows you to
continue to monitor water quality and revegetation establishment, treat noxious weeds, and control
stormwater.
If there are to be new activities, such as prospecting (drilling) within the permit area, this may require
only a technical revision with a temporary bond increase.
