Michael Boulay May 21.2008 <br />58. DRMS: The proposed sediment pond will be located within 100 feet of a <br />stream with a drainage area of greater than 1 square mile (East Salt Creek). As <br />such, the provisions of Rule 4.05.18 (Stream Buffer Zones) apply. <br />Please provide narrative demonstrating how the requirements of 4.05.18(a) <br />and (b) will be achieved. Include plans for installation and maintenance of <br />silt fencing or other appropriate interim measures to provide sediment <br />control for disturbances located within 100 feet of East Salt Creek. Such <br />measures will need to be maintained throughout the construction period, <br />and until an effective interim stabilization vegetation cover is established. <br />In addition, please delineate the East Salt Creek buffer zone that is not to <br />be disturbed on Figure 2.2-2 or 2.2-3, and specify that the buffer zone will <br />be clearly marked, in accordance with Rule 4.02.5 and 4.05.18(2). <br />CAM: A Silt Fence will be installed as shown on Figure 2.2-3 and a narrative <br />was added as the last paragraph on page 2-42 addressing compliance with <br />Rules 4.05.18(a) & (b). <br />Rule 2.06.8 Alluvial Vallev Floors <br />59. DRMS: Permit Section 4.1.2.5 "Alluvial Valley Floor" was not revised for <br />TR- 16. Item 12 of the cover letter indicates that "the new gob pile and <br />associated facilities are not located in the delineated alluvial valley floor". Based <br />on our comparison of the TR- 16 Facilities map to permit Figure 4.1-2 Preliminary <br />Alluvial Valley Floor Identification, it appears that the proposed sediment pond <br />and topsoil stockpile would be located within the alluvial valley floor (AVF) <br />boundary, although the boundaries of the AVF relative to the proposed facilities <br />are difficult to determine with certainty, due to the small scale of Figure 4.1-2. We <br />have the following requests regarding AVF disturbances associated with TR- 16. <br />a) Please include the delineated East Salt Creek AVF boundary within and <br />adjacent to surface affected areas on one of the large scale TR-16 maps <br />(Figure 2.2-2 or 2.2-3). <br />CAM: In lieu of delineating the AVF boundaries on either map, please see new, <br />digital Figure 4.1-2. <br />b) Please update the 5 year mass balance table on permit page 4-5, and <br />related narrative in Section 4.1.2.5, to correspond with updated PHC <br />projections in amended Appendix N. <br />CAM: Please see updated 5-year mass balance on page 4-5. <br />c) Please update the narrative description of existing and proposed <br />disturbance on the AVF, on permit pages 4-6 and 4-7, of Section 4.1.2.5, to <br />incorporate proposed TR-16 disturbances.
