Michael Boulay May 21-2008 <br />55. DRMS: The analysis of the leachate from the Coal Mine Waste pile given <br />on page 3 of the revised Appendix N is a conservative analysis with regard to the <br />amount of leachate and based on the chemical analysis provided for the coal <br />mine waste it appears that the salinity increase to East Salt Creek and East Salt <br />Creek alluvium will be minimal. <br />The combined discharge described in text (mine water discharge and Coal Mine <br />Waste Pile leachate) is different from the combined discharge presented in the <br />PHC prediction tables given on pages 6-10. It would be helpful to clarify this by <br />changing the heading of the 4t column on Tables N-3 to N-7. This heading <br />should read Conductivity "Mine & Coal Mine Waste Pile Leachate" as opposed to <br />just Conductivity "Mine". Also the label "Table N-2" is missing from page 5. <br />Please amend the Appendix N tables as warranted. <br />CAM: The tables in Appendix N were amended. <br />56. DRMS: Well GW-9 is described at the bottom of page 4 of Appendix N and <br />this well appears to coincide with the sixth borehole BH#06 that was drilled for <br />the Stability Evaluation of the Proposed Gob Wastepile (page 6 of 15). However, <br />the monitoring well does not appear on Figure 4.2-2 Water Sampling Locations. <br />There are also wells that have been abandoned and still appear on Figure 4.2-2. <br />Please update Figure 4.2-2 accordingly and add GW-9 to the approved <br />water monitoring plan in permit Section 4.2.4. Please ensure that all <br />appropriate text and tables of the approved water monitoring plan are <br />updated as needed. <br />CAM: Please see updated Figure 4.2-2 showing the sealed monitoring wells. <br />Please see updated page 4-17 noting in the first paragraph that ground water <br />monitoring wells GW-2,4,7 & 8 were sealed in 2007. Figure 4.1-7 has been <br />updated with GW-9 completion information. <br />57. DRMS: There is no PHC analysis provided regarding the new sediment <br />pond. <br />Please add a discussion of the pond drainage and sediment pond <br />discharge to the PHC analysis in Appendix N. Given the close proximity of <br />the proposed pond to East Salt Creek, please include an assessment of the <br />need for installation of a protective clay liner in the pond, and include such <br />design modification as appropriate. <br />CAM: Please see revised page 3 of Appendix N. In regards to a clay liner, <br />please see response to adequacy item #52. <br />22
