The Division does not concur with sealing the four monitoring wells at the Unit Train Loadout <br />at this time, as proposed by SCC in Item 15 and on revised page 18-5. In accordance with <br />4.05.13(3) (b) and based on a demonstration that the operation has minimized disturbance to <br />the hydrologic balance, the operator may request reduction or deletion of the monitoring <br />program or control system. These wells should remain in place until a final bond release <br />application is submitted and evaluated for the UTL. As part of the Phase III bond release <br />application the Division will need SCC to provide a surface water and groundwater quantity <br />and quality impact analysis. The Division will snake Findings regarding groundwater impacts <br />during the bond release inspection and evaluation process. If appropriate following the bond <br />release evaluation but prior to release of bond monies the wells may be sealed. <br />Likewise and for the same reasons stated above, the Division does not agree with discontinuing <br />monitoring and sealing of Rollins-2 upon approval of Permit Revision No. 4 as stated on page <br />18-6. Please revise pages 18-5 and 18-6 accordingly to remove the reference to <br />discontinuing and sealing of UTL-01, 02, 03, 04 and Rollins-2 on pages 18-5 and 18-6, <br />respectively. <br />16.
