• equipment to respond to cyanide incidents including self contained breathing apparatus, vinyl <br />raingear, face gear, monitoring equipment, and antidotes. <br />Antidotes <br />Antidotes are also available at the following locations: Lab, ADR, Refinery, and the chemical <br />response shed. <br />Primary Emergency Response Coordinator ' <br />The Primary Response Coordinator is Lowe Billingsley or his designee. <br />Alternate Emerg_enc,Y Response Coordinators <br />Alternate Emergency Response Coordinators if Lowe Billingsley is unavailable are listed below: <br />Kevin Riley ', <br />Larry Newcomer <br />Denny Deemer <br />Carlton Security upon request from a supervisor will immediately contact the Primary <br />Emergency Response Coordinator in the event of acyanide-related emergency. If the Primary <br />Emergency Response Coordinator cannot be reached, the Alternate Emergency Response ' <br />Coordinator shall immediately be contacted in descending order. The Emergency Response <br />Coordinator (either the Primary or a designated Alternative) shall authorize the call-out of the <br />Mine Rescue Team (Emergency Response Team) and is responsible for coordinating all on-site <br />• emergency response ,measures. Information regarding Mine Rescue Team call-out procedures ' <br />and available, qualified personnel is included in the site-wide Emergency Response Plan. -The <br />CC&V Mine Rescue Policies and Procedures include cyanide training, response capabilities to <br />cyanide incidents, and specific response equipment available to the Mine Rescue Team. Specific <br />procedures for first aid treatment of cyanide exposure, and transporting patients for follow-up <br />treatment are included in the Mine Rescue Team Policies and Procedures located in the ERP <br />under the MRT tab. In addition all employees are taught first aid treatment for cyanide exposures <br />during New Miner Training and at Annual Refresher. <br />The Emergency Response Coordinators shall be thoroughly familiar with all aspects of the <br />Cyanide Emergency Response Plan, all operations and activities at CC&V involving cyanide, the <br />locations and characteristics of cyanide, cyanide solutions and cyanide facilities, the location of <br />all pertinent records, and the facility layout. The Emergency Response Coordinators have <br />authority to commit the resources needed to carry out a cyanide related emergency response <br />plan. CC&V has committed to periodically test our ability to respond to a cyanide related <br />incident and to implement appropriate first aid procedures. ' <br />Notification of Emergenc~Response Al;encies or Outside Responders <br />A member of senior site management is responsible for determining if outside emergency <br />assistance is required. The person making such a determination shall not be the Emergency ; <br />Response Coordinator since that individual is responsible for resolving the cyanide emergency. <br />Such non-Emergency Response Coordinator individuals are, Larry Newcomer, Kevin Riley, <br />.
