i
Spills to land that exceed the RQ volume criterion in any24-hour period must be reported to external
agencies in accordance with this SRP (see section 6 for more details). A representative of the
Environmental Resources Department will complete external notification, if and when necessa 'ry.
• Table 1 lists reportable quantities of chem icals that require external spill reporting. MSDS's for these
products are in Appendix B.
I
1.2 General Location of CC&V Operations ~
i
CC&V's Cresson Project operations are located within the Cripple Creek Mining District; generally
between the City of Victor and the City of Cripple Creek. The permitted mining operations occ~ r
within one to two miles of either city. For reporting purposes the CC&V site location, expressed as
latitude and longitudeat the Security Office is: Latitude is 38° 43' 37" North and Longitude 105° 09'
27" West. I
The Project area, in southern Teller County, is accessible by Colorado State Highway 67 between
Victor and Cripple Creek, Teller County Road 81 from State Highway 67 in Gillette Flats through
Victor, from Teller County 82/83 (Cameron Road) and from State Highway 67 (north of Cripple
Creek). Figure 1 shows the general location of the site.
1.3 General Description of Mine Facilities
The mine facilities at the Cresson Project are shown on Figure 2. CC&V's gold mining activities use
conventional surface mining and ore crushing methods. Mineral recovery is accomplished by "heap"
leaching with dilute cyanide solutions, followed by carbon adsorption, then desorption, and
electrowinning. Leach pads and ponds containing cyanide solutions are double and triple lined with
the incorporation of leak detection systems. The only operating leach facility, the Valley Leach Facility
("VLF"), is double-lined in areas where solution is not stored and triple lined where solution is
collected and temporarily stored. The pad systems are designed to contain the normal operating
solution level, total heap drain-down, "wet season" precipitation, and the 100-year, 24-hour storm
event. Mineral Beneficiation Facilities (also known as Adsorption Desorption Recovery or "ADR") are
• constructed and operated to provide containment and collection of any spills within the ADR building.
The VLF and ADR are "non-discharging" (zero-discharge) facilities. The ADR facility uses
hydrochloric acid and sodium hydroxide in addition to sodium cyanide.
Major equipment maintenance is performed at the Ironclad Shop/Warehouse and the New Truck
Shop.. Minor equipment maintenance operations and vehicle re-fueling occurs in selected field
locations within the mining operation. Maintenance of mechanical equipment associated with the
crushers takes place at the- Primary and Secondary Crushers. The principal petroleum products used
at the crushers are lubricants. Lime is stored and fed to the crushed ore at the Secondary Crushers.
1.4 General Description of Site Security at CC&V Operations
Cripple Creek and Victor Gold Mining properties are subject to the following general security
measures: (1) a substantial portion of the property is fenced with barbed wire with chain link or wire
mesh and barbed wire; (2) entrances to mine property are gated and locked; (3) the permit
boundaries are staked and warning signs are posted; (4) most onsite facilities are staffed on all
operating shifts, so that there is a company supervisor onsite 24 hours a day, 7 days a week (24/7);
(5) security guards are on duty 24/7 at the ADR facility main entrance from Highway 67; (6) the
Ironclad Facility is staffed 24/7 with mechanics and a supervisor; and (7) key portions of the site are
lighted during the night-time hours. Individual facility security measures (barricades, poles, locked
buildings, etc.) are discussed in other sections of this plan, as appropriate.
Spill Response Plan September 25, 2006
•
EMS: AGANA/CCVS:\4010-00055 CC & V 112(d) Permit Application\ERP, SPCC, FMP\SRP_05-06.doc Doc. # E-006
S:\4010-00055 CC & V 112(d) Permit Application\ERP, SPCC, FMP\SRP_05-06.doc Revision i 3
Printed Copies are Uncontrolled i
3
