RE: Carbon Junction Mine Phase I Bond Release Calculation Errors
Kaldenbach, Tom
From:
Sent:
To:
Subject:
Kaldenbach, Tom
Wednesday, April 16, 2008 6:59 PM
'savageandsavage@earthtink. net'
C iy~rZ D ~v
.SL '~
Q ~ b vvc ~c ti
FW: Carbon Junction Mine Phase I Bond Release Calculation Errors
Attachments: s13004.PDF
Mike,
I have been waiting for a request from you to change the bond release amount to $314,909 (based on my
4/7/2008 email, shown below), then I can turn in the coding form to have the bond release approved.
Tom
From: Kaldenbach, Tom
Sent: Mon 4/7/2008 5:15 PM
To: 'savageandsavage@earthlink.net'
Subject: RE: Carbon Junction Mine Phase I Bond Release Calculation Errors
Mike,
I should not have used the word "liability" on the column in the spreadsheet which calculated the Phase I 60% limit.
Completed tasks have no further liability.
To simplify the calculation, I have changed the spreadsheet to apply the Phase [ 60% limit to each area of the site. Based on
this calculation, the amount that can be released in SL-03 is $314,909. [believe any resulting excess bond above the liability
amount that remains on deposit can be eliminated through a bond adjustment(3.02.2(4)when Iupdate the cost estimate for the
permit renewal in the next few weeks, but I will need to verify this ([ am sorry, but I will not be able update the estimate
sooner).
Please note on the following tasks.
No work on topsoil stockpile 4 has been completed (Tasks 038, 039, and 041), as documented in the bond release inspection
report from 11/7/06. These tasks are required by the reclamation plan (page 5-29) and the postmining topography map
(approved in TR-13). The letter dated 1/5/06 from DBMS in the TR-13 file explained the need to revise the gravel pit's
reclamation plan to accommodate material from stockpile 4, but the gravel pit is now reclaimed; therefore, the coal mine
reclamation plan for stockpile 4 needs to be revised in a Technical Revision.
Tasks 050 and O51 are required by Rule 3.02.1(7) which requires retention of bond for tasks that would be required should an
approved alternative land use such as commercial, industrial, or residential not be implemented, and consequently the site
would become subject to a 10-year liability period.
I am nearly finished with the findings document. All gully repair work has been inspected and looks good. When we
conclude on the dollar amount that can be released, you will need to request that the release amount in your application be
changed to that amount (an email request works), and then I can have SL-03 approved.
Tom
-----Original Message-----
From: savageandsavage@earthlink.net [mailto:savageandsavage(a,earthlink.net]
Sent: Monday, April 07, 2008 9:44 AM
To: Sandra Pautsky; Kaldenbach, Tom
4/17/2008
