Dear Mr. Mount:
The following information; is being submitted on behalf of our client, Connell Resources, Inc., for the
Wellington Downs Pit (M-1995-035) in Larimer County, Colorado. ~ The:-site is located mainly in the'
.Southwest '/4 of Section 3, Township 6 North, Range 68 West of the 6`h P.M.
Mining at the site was completed prior to 2004 and reclamation of the pit.-was started in 2004.
Approximately 90 acres of the 109.5-acre site were disturbed by mining activities. Reclamation
activities have been concurrent with mining and, consistent with the approved reclamation plan,- the
site now includes a 65-acre lined water storage reservoir. .The remaining .site acreage consists of
reservoir shoreline, access roads, and previously-undisturbed areas.
Connell Resource-s, Inca is requesting the water storage reservoir has been lined to .the design
standard. reference-d in the August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits
and approved by the Office of the State Engineer (see attached letter). In .addition, the reservoir.

Reclamation- activities have been concurrent with mining. The .site has been backfilled, graded
and revegetated consistent with Exhibit E, Reclamation Plan, of the Permit- Application. The
. owner seeded the areas surrounding the ponds with pasture grasses consistent~with the final land- ,
- use, and the vege~~tative cover is presently doing well.. ~ -
Tn compliance with Subsections 3.1.1 through 3.1.4 of Section 3.1, Reclamation Performance
Standards, Construction Material Rules and Regulations, apost-minim, land use was established
for the site, approved by the Office, and a reclamation plan was formulated. As stated in .
Exhibit E of the- Reclamation Permit Applicatien,~ the -final proposed ~ future land use is
recreational,. and ;general agricultural and the final reclamation plan was to return the disturbed
