Attachment A <br />Measures to Protect Federal Resources on NFS Lands <br />Bowie Resources, MR-86, Hubbard Creek Monitoring Well <br />Administrative <br />1. The Operator shall notify the Forest Service at least one week before operations are to <br />commence on National Forest System (NFS) lands. In addition, the operator will notify <br />the Forest Service 48 hours in advance of mobilizing heavy equipment (including road <br />maintenance equipment) onto National Forest System lands. <br />2. Per terms of Federal Coal Lease COC-61209, the operator shall immediately cease <br />operations in areas where any antiquities or other objects of historic or cultural <br />significance or items of scientific interest are discovered. The Operator shall bring <br />discovery to the attention of the District Ranger. Any such discoveries shall be left intact <br />until the operator is permitted to proceed by the authorized officer. <br />Soils <br />3. Reclamation activities will commence immediately after drilling activities are complete. <br />Water Resources <br />4. No refueling or lubricating will take place within 100 feet of wetlands and other <br />waterbodies or drainages. Heavy equipment, hazardous materials, chemicals, fuels, etc., <br />will not be stored within 100 feet of wetlands or surface waters. Fuel storage outside the <br />100 ft buffer will have double containment. <br />5. No soil generated from excavation, site preparation, or other operations shall be <br />deposited within 100 linear feet of any drainage with flowing water unless specifically <br />approved by the District Ranger. <br />Vegetation <br />6. The Operator will be responsible for controlling noxious weed infestations on all NFS <br />project disturbance areas from the date of discovery up to the point of release of the <br />CDRMS reclamation bond and associated reclamation liability. Any herbicides used <br />must be USFS approved and will be applied at the recommended rates by a certified <br />applicator in compliance with State laws. <br />7. Any hay or straw used shall be certified as weed free. <br />8. To support the post-mining land use, reseeding will be performed as outlined in the <br />current District's Seed Mix: <br /> <br />Habitat type <br />Elevation <br />Species <br />Lbs/acre (PLS) of Mixture <br />Mountain <br />Shrub 7-8,000 Mountain Bromegrass 4 20 <br /> Prairie June rass 3 15 <br /> Western wheat rass 4 20 <br /> Indian Rice rass 3 15 <br /> Sandber blue rass 3 15 <br /> Bluebunch wheat rass 3 15 <br />
