EXHIBIT D MINING PLAN ~CONT) <br />medium piles will be kept within 500 feet of the seedbed to <br />reduce the haul distance where it will be needed during reclama- <br />tion. As mining progresses thru the site and additional strip- <br />ping has to be done the material will either be stockpiled for <br />later use or moved directly to the areas needing resoiling. <br />We expect to continue to mine into the working face now <br />located on the east side to the existing permit area. This face <br />will be worked across the width of the mine and moving east into <br />the amendment area. The Mining Plan Map shows how this looks <br />when approximately 52% of the new area has been mined. The upper <br />35 feet of sand and gravel to be mined in this area. Since <br />bedrock will not be reached this will leave a gravel floor that <br />absorbs any precipitation that fall on the site. The estimated <br />direction of mining is shown as a series of arrows on the Mining <br />Plan Map. <br />Mining will begin each year by stripping topsoil and over- <br />burden, if any, from an area large enough to begin mining. The <br />gravel will then be removed by frontend loaders, and dozers <br />working at the face. It will be processed and stored on the site <br />until needed on surrounding roads. Under normal conditions <br />40,000 tons is processed each time the processing plant moves to <br />the mine. It will take from 12 to 18 months to use the stock- <br />piled material. This means that there are periods when there is <br />no activity at the mine for up to 6 months at a time depending on <br />weather conditions and our needs. This plan of operation will <br />continue until all material is removed. <br />The slopes will be created as mining progresses around the <br />mine perimeter so they are consistent with the existing permit. <br />In that plan the we explained the slopes would be no greater than <br />2:1. Review of the Pre-Mining Map show the slopes, where mining <br />is complete, are graded approximately 2:1. In the new area we <br />will stay at 2:1 also, so more flat area will be created. <br />When the mine is active the working face is worked as near <br />vertical as possible. When mining ends during a season the face <br />is graded to 2:1 or less so it is stable when there is no activi- <br />ties in the mine. Please see Map Exhibit C-1 for how the area <br />may look as mining progresses through it. <br />No more than 300 feet of the working face will be open at <br />any one time. No additional setback will be needed around the <br />perimeter of the mined area because Grand County mines the <br />exterior slope at their final rate so no additional work is <br />needed except resoiling and revegetation. If mining ended <br />prematurely, the working face would be reduced to 2:1 using a <br />cut/fill method instead of backfilling. <br />Mining equipment may include but is not limited to, front- <br />end loaders, scrapers, bulldozers, dump trucks and a water truck. <br />Processing equipment may include but is not limited to conveyors, <br />crushers and screen plants. An asphalt plant and/or concrete <br />plant may also be located on the mine site. <br />As much as possible, the surface drainage will be maintained <br />in the same direction as it now exists.
