Exhibit D MINING PLAN <br />Unless specifically discussed below the methods described in <br />the August 1993 conversion amendment for the mining and reclama- <br />tion plans will remain unchanged. There is no current bond <br />because the mine is operated by an arm of Grand County Govern- <br />ment. Anew reclamation cost estimate is presented in Exhibit L <br />on page 13 of this application for your review. Existing slop- <br />ing, grading and shaping plans will apply to the new area since <br />they are similar to the area now in the permit. The following <br />changes to the mining plan are numbered sequentially to give some <br />order to this amendment. A GEOTECHNICAL STABILITY EXHIBIT is <br />included to describe how mining next to the structures around the <br />mine will be handled. <br />AMENDMENT 1 - Acreage added to Permit <br />This section describes the changes in area made to the <br />permit. This amendment adds 11.60 acres to the permit area that <br />adjoins the existing permit. It abuts the existing permit area <br />on the east side so mining will continue from the existing mine <br />floor across the property line into the new area. As noted in <br />the existing mining plan the mine floor will remain gravel as the <br />deposit extends deeper across the property then the final floor <br />elevation shown on the maps. <br />We have created three new maps that show the entire permit <br />area. The have been placed on one plat to conserve space. The <br />green outline is the new area and the yellow outline is the <br />existing permit area. The Pre-Mining (Existing conditions) Map <br />shows approximately how the site looks now. The Mining Plan Map <br />showing how we feel, the site will look when mining progresses <br />into the new area and the direction of mining. The Reclamation <br />Plan Map shows how Grand County thinks the site will look when <br />mining is complete. Note that the existing area looks like the <br />maps currently on file, with the exception that the east slopes <br />have been removed and the two areas are blended creating a larger <br />floor area. <br />Mining will begin on the new area once this amendment is <br />approved, using the methods described in the 1993 conversion and <br />this amended Mining Plan. All setbacks around the site in the <br />new area will be 25 feet from the permit line to the dig line, <br />except along the south side. In this area the mine floor will <br />daylight out the hill side to the south on the western part and <br />on the eastern portion a sloped berm will be left that hides the <br />mine floor. <br />According to the NRCS report in Exhibits I/J of the 1993 <br />amendment, there is very little topsoil associated with the soils <br />types found on the new area. Grand County has a supply of <br />topsoil stored in the existing mine to resoil the slopes with at <br />lease 4 inches. When topsoil or growth medium is encountered it <br />will be stored on the setback areas or the mine floor for use in <br />reclamation. If the stockpiles remain undisturbed for more that <br />a year the piles will be, seeded with 3 pounds PLS of Crested <br />Wheatgrass per 200 square feet to prevent erosion.
