In <br />accordance with procedures outlined in 30 CFR 906.30, Appendix B, the Forest Service <br />reviewed the Technical Revision for post-mining land use consistency with land use plan <br />(GMUG Forest Plan), and the adequacy of measures to protect non-mineral surface resources, <br />as proposed by E3owie in their application. <br />Concerning the one proposed methane drainage hole proposed on FS lands (on an existing <br />pad, no new surface disturbance); we reviewed the original analysis prepared pursuant to the <br />National Environmental Policy Act. <br />Regarding the post-mining land use, the proposal is consist with our Forest Plan as indicated by <br />our previous analysis. With respect to the adequacy of measures to protect Federal resources <br />not covered by the coal lease, as long as the applicable conditions of surface use, as prescribed <br />in the original NE:PA are carried forward (see Attachment A); the measures will be adequate to <br />protect non-mineral surface resources. <br />Provided that they application is not further modified, and the conditions of Attachment A are <br />carried forward in the DRMS' decision, this letter constitutes USFS concurrence to the decision. <br />Sincerely, <br />i~7/~ / <br />LEVI K.
