14. On revised page 2.05-107, there are entries for Rules 2.05.6(6)(e) and (e)(F)(iv). However, Rule <br />2.05.6(6)(e) applies to the subsidence survey, which BRL has elected not to use in favor ofthe <br />subsidence control plan. In order to avoid any confusion, please omit these two rule references <br />and move the text information to Section 2.05.6(6)(b)(i)(B). <br />The Division has no further concerns. The two statements were moved from Rule 2.05.6(6)(e) on <br />page 2.05-109 to revised page 2.05-105 in the December 28, 2006 submittal and later resubmitted <br />in the June 25, 2008 submittal. <br />15. The seismic monitoring program is mentioned in Section 2.05.6(6)(1)(v)(B) on revised page 2.05- <br />117, and is described in Exhibit 18 of Volume 3A. However, certain specifics are missing from the <br />seismic monitoring program description. Please revise Exhibit 18 of Volume 3A to include <br />specific details on the start, frequency, duration and termination of the seismic monitoring <br />program and the reporting format and frequency of submittal of the seismic data and <br />interpretation. Also, on revised page 2.05-117, please add a general overview discussion of the <br />seismic monitoring program and report requirements. <br />The Division has no further concerns. Exhibit 18 of Volume 3A was revised in the December 28, <br />2006 submittal. Also, as requested by the Division, the reference to Exhibit 18 of Volume 3A was <br />moved from Rule 2.05.6(6)(f) to Rule 2.05.6(6)(c) in the January 30, 2008 submittal. However, <br />due to the changes noted in item number 4 above, the Division requested that the discussion of the <br />monitoring program for the Bruce Park landslide should be placed back into Section <br />2.05.6(6)(f)(v)(B). A revised complete subsidence section, permit application pages 2.05-99 <br />through 2.05-125, was provided in the June 25, 2008 submittal. <br />16. The subsidence monitoring program is described beginning on revised page 2.05-115 in Section <br />2.05.6(6)(1)(v)(B). However, not all of the subsidence monitoring is required by the Division. A <br />portion of the subsidence monitoring is required by the Division but a portion apparently is <br />required by the USDA-Forest Service. Some portions may have been required through both <br />agencies and some portions may be just for BRL 's information. In order to avoid any confusion, <br />please include in the subsidence monitoring descriptions beginning on revised page 2.05-115 <br />which subsidence data is required by which entity. <br />The Division has no further concerns. The various subsidence monitoring programs were <br />described on revised pages 2.05-115 through 118 of the December 28, 2006 submittal and appear <br />later on revised pages 2.05-117 through 121 in the June 25, 2008 submittal. <br />17. The Division requests that a summary of subsidence monitoring stations be included in the permit <br />application, as has been developed for water monitoring, identifying purpose, stations, locations, <br />monitoring frequency, and better-defined start and end dates for some activities, and reporting <br />requirements. For example, when (in terms ofspatial and time relationships) will monitoring take <br />place for lines 24 through 27 (see page 2.05-115) ? Monitoring is to take place quarterly (page <br />2.05-116) for some items, but not others (photographs every 5 years). <br />The Division has no further concerns. The subsidence monitoring program summary was included <br />on page 2.05-122 of the December 28, 2006 submittal and later moved to revised pages 2.05-124 <br />6
