It appears that all issues have been addressed to meet the minimum requirements of
the Act and Rules. A Letter of Rationale has been issued for approval of the application over an objection.
Therefore, the final step prior is the agreement of the reclamation liability estimate.
Please find enclosed the Final Reclamation Liability Estimate prepared by DRMS. The estimate is similar to that
provided within the application with the exception of one task. The worst case scenario based on the proposed
plans would need to include the establishment of a 3:1 slope on approximately 1000 feet of bench and
revegetation of the slope and processing area. The establishment of the slope will require the pumping down of
the pond to gain access to the required minimum of 10 feet below water line. Overall the additional pumpingtask
amounted to a substantial increase over the supplied estimate in Exhibit L.
Staff has calculated the reclamation liability to be $41,321.00. Please review the estimate and contact staff
immediately if there are any discrepancies or errors that might affect the overall costs. If 4-B Land and Livestock
accepts the estimate, staff will need written acceptance ass soon as possible.
If you need additional information, please contact me at the Division of Reclamation, Mining and Safety, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no. 970.241.1117.
Sincerely,

G.
