Mr. Peter Hays .
Re: SerFer Pit Ade ua .'Letter Res o se '
July 9, 2008. -
6. In Exhibit S, the applicant notes a number of structures 'within 200 Teet of the proposed
mine. Please locate all of+?the. structures on the maps and note.the proposed off-'set mining .
distance from the pit to each structure.
The Mining Plan map. was delineated to show all structures within: the 200=foot
offset.' The Construction Material Regular 112. Operation Reclamation: Permit
Application has been revised to' include the location of all structures on the
Mining Plan map; which is included in Exhibit D.3.
7. What protection measure will be used to ensure that the spills'of asphalt and/or concrete
materials will, not contaminate the surface ground water? -Will concrete trucks be washed- ,
out on site? If so what measures will be: taken to contain the wash water? In the event of a
spill, what measures wilt be taken to capture the spilled fuels/lubricants. Any protective
berms should be. designed to contain 100% of the volume of stored .material.' The
Division recommends. that the storage area(s) be located- outside the floodplain. If it isnecessary to have storage areas within the floodplain, the applicant miist also describe
protection measures that will be employed to contain the materials- in the event of a flood.
No? asphalt or concrete will be processed-on the proposed mining site.. A copy of
ntion, Control, and Countermeasure (SPCC) Plan is included as
the site Spill.Preve
Exhibit D.Z. Mig equipment and processes will take place in the bottom of the,
nin
active mining pit.
Rule 6.4.5 Exhibit F -.Reclamation Plan -
8. The Applicant proposes to replace 4" to 6" of topsoil on the reclaimed areas. The soils _
ote that the topsoil depth in that area ranges from 11 to-15".
information in Exhibit I n
The applicant should replace topsoil to a depth that at least meets the existing top soil
depth.
The source of thel information in Exhibit I was the Soil-Survey of Larim,er County,
Colorado (Unite States Department of Agriculture; Soil Conservation Service;
d
December, 1980)ff This soil survey -described the general.. physical traits of soil.
types which maybe present on the subject.. site. However; an,undocumented-
sample taken on the property determined that the subject site appears to contain
approximately six (6) inches of topsoil. Furthermore, data fr om.the-Kyger. Pit,
which lies directly. north of the - site; indicated that topsoil. depth in the-area is
approximately six (6) inches as well (see Exhibit.F.8). Historical information also
indicates that the subject site was farmed in the. _past. As. result, it is not
unreasonable to . expect topsoil depths. to deviate from the results -of the Soil
Survey of Larimer County.. Based on unofficial on-site observation and boring
data from the Kyger Pit, the-operator expects topsoil depths to be approximately .
six (6) inches throughout the proposed mining area, and will commit to replacing..
topsoil during reclamation to a depth consistent with existing soil depth. .
