Whirlwind Mine Materials Containment Plan <br />30100 5110 Road Revision 2 <br />Gateway, Colorado 81522 <br />Emergency Services, and the Bureau of Land Management. At this time, there are no <br />downstream water users of Lumsden Creek and the creek extends more than 5 miles before <br />reaching the Dolores River. Spill response procedures and contact information for these <br />agencies are outlined in the attached material information sheets, the Emergency Response <br />Plan, and the Spill Prevention, Control, and Countermeasure (SPCC) Plan. These plans are <br />located on-site. Information to be provided during the initial oral notification of these <br />agencies is included on the Spill Notification Form located in Appendix B. <br />In the event of a spill, the Mine Foreman will seek assistance from other mine personnel, as <br />needed, and will immediately initiate spill response procedures. Spill response will consist <br />of evaluating potentially dangerous conditions, containing the spill, and cleaning the spill <br />area. Containment of the spill will focus first on preventing materials from entering from <br />waters of the State, then from entering other environmentally sensitive areas, then to the <br />smallest area possible. Spill response materials located on-site include: <br />• Two 20-gallon spill response kits that include absorbents and a disposal bag. One <br />kit will be located at the treatment plant and a second kit will be at or near fueling <br />station; <br />• Oil dry and absorbent material located in the Mine Shop; <br />• Shovels, rakes, and other hand tools located in the tool trailer; and <br />• Heavy equipment on-site for berming and other earthmoving activities. <br />Spilled materials and contaminated soils recovered during the spill response effort will <br />typically be placed in clean, empty drums for later disposal. Soils contaminated by <br />petroleum products may be placed in the designated storage area on-site. <br />Sampling of the spill material may be necessary if the polluting constituents are not known. <br />In addition, potentially affected and unaffected surface water or soil samples may be taken, <br />if necessary. Determination of the necessity for collecting samples will be made by the <br />Environmental Manager on a case-by-case basis. <br />3.2 Follow-Up Actions <br />Upon completion of the initial spill response and clean-up, measures that can be taken to <br />prevent a recurrence of the spill will be discussed and evaluated.
