In regard to your question about funding erosion repair work, my
previous letter included an attempt to address the fact that a very
minor percentage of the erosion repair work completed by Kessler
was inside the Harrison-Western liability area. Nearly all of the
erosion repair was done in the area for which GEC held reclamation
liability. At the, same time, significant portions of the proposed
drainage work encompass both liability areas . At this time, I see
