Box 1821 <br /> -Colorado Springs, CO 80901 - <br /> Dear Dr. Corley: <br /> On November 5, 1993 the Division has received The Corley Company's <br /> October 29, 1993 response to the Division's November 2, 1993 reclamation plan <br /> for GEC's East Pit area. Our responses to your comments are discussed below. <br /> Apparently, there is some confusion concerning the perspective view maps <br /> provided by the Division. Most perspective views generally have the vertical <br /> axis exaggerated as compared to the horizontal axis. As an -aide, I have <br /> labeled the vertical to horizontal exaggeration. In these maps, all vertical <br /> exaggeration was labeled 2V:iH. These are not the slopes of the hill as you <br /> previously thought. Perhaps a more appropriate designation would have been <br /> "V.E. = 2x. " <br /> Construction practices, equipment selection, and cost estimation are our best <br /> current estimates. The Division believes the current proposal best utilizes <br /> monies available. The Division included proposed figures to you to demonstrate <br /> that the approximate cost of the reclamation plan roughly equates to the <br /> available money at bond. However, the cost of reclamation will be ultimately <br /> decided by what bids are submitted in relation to the proposed project. <br /> Concerning the vegetation practices, the recommended method of planting will be <br /> drill seeding. The Division, however, does not constrain the bidders to the <br /> method of planting or equipment used. The vegetation mix will be a <br /> rangeland/wildlife habitat mixture consistent with the existing vegetation and <br /> the seed mix stated in the GEC reclamation plan pending cost and availability <br /> of- the--seeds. Fertilizing-and--mulching-will-be-considered-i-f any monies--are - <br /> available. <br /> Diversion ditches will be constructed at the toe of Chen's Hill to divert any <br /> water and sediment from entering Energy Fuels permitted area. A second <br /> diversion will be constructed at the toe of the "west side" area and will empty <br /> into Magpie Creek just south of the existing 8 foot culvert. All diversion <br /> ditches will be sized for the 25-year/24-hour storm event. <br /> The channel that will be reconstructed down the East Pit area is sized for the <br /> 100-year/24-hour event. Erosion control, riprap or filter fabric protection, <br /> will be specified accordingly. Since there will be no sediment pond <br /> constructed, a series of small dozer basins will be utilized on the flatter <br /> slopes to trap any sediment generated during runoffs. <br /> The 62, 000 yd' of topsoil called for is determined from an estimated 76 acres <br /> of disturbance and a topsoil replacement depth of 6 inches, as stated. If the <br /> existing topsoil piles do not contain enough material, the existing suitable <br /> growth medium and topsoil located on the east side of the East Pit will be <br /> utilized to make up the difference. Pending any additional money remaining, <br /> Chen's Hill will be topsoiled to a depth of 12 inches. <br /> The Division has been in contact with Energy Fuels with regard to the <br /> reconstruction of the access road across the Magpie Creek Diversion to the <br /> Monarch Fan area. Mr. Dan Hernandez and Mr. Al Weaver discussed at length the <br /> concerns of Energy Fuels. <br />
