W r' Greg E.Walcher
Executive Director
subject: GEC Pre-bid Conference Michael B.Long
date: April 5, 2000 Division Director
The following is a summary of questions asked by prospective bidders yesterday and suggested
written responses.
Quality Control of Compaction. A question was asked about the methods of quality control of
compaction.
Suggested Response: Compaction specifications were written in terms of compacted effort and
proper moisture contents. Therefore, quality control will not be traditional moisture/density
testing and results. Quality control will be visual observation by a Division project manager or
representative to determine that the specified compaction effort is being expended. Satisfactory
moisture content will be determined by visual evidence of shoving or heaving (see Compaction,
page 7 of the specifications). An approximate evaluation by a field test for subgrade materials is
compression and molding of a handful of material in the hands. Acceptable moisture content is
usually in range when the material can just be formed into a ball (baseball size) without
crumbling, and cannot be rolled out into a tube less than 2-inches thick.
Removal of the Existing Road. A question was asked if the existing road was to be re-shaped to
adjacent contours.
Suggested Response: No, the existing road cross-section is not obliterated. It is left as a terrace
on the existing slopes. The uphill road-cut ditch and the crest-of-embankment berm is removed,
and the roadbed out-sloped 2%to form the finallterrace feature. The roadbed is then ripped,
divotted, and seeded.
Bevel on the Culvert. A questions was asked if the culvert is to be mitered (full culvert section
not extended from the face).
Suggested Response: Yes, the ends of the culvert are mitered back at 2 horizontal to 1 vertical
(see culvert cross section on the culvert drawing#4). The mitered edge of the culvert is to be
flush with the grout (of the grout riprap) collar.
