All surveys must be provided to homeowners and the homeowner association. <br />In accordance to rule 1.3(1) of the Mineral Rules and Regulations of the Colorado <br />Mined Land Reclamation Board all applications, public notices, inspection <br />reports, documents, maps, exhibits, correspondence, tests, analyses, records of <br />actions or findings of the Board or Office and other information required by these <br />rules shall be promptly made available for inspection to any member of the public <br />at the offices of the DRMS and the Larimer County Clerk and Recorder's office, <br />during it's normal business hours. An operator may mark "Confidential" <br />information supplied in a permit application disclosing the location, size, or <br />nature of the deposit or depth and thickness of the deposit and thickness and type <br />of overburden to be removed. <br />3. Currently there are two other mining operations within 2,000 feet of the River West <br />subdivision with the corresponding truck traffic and noise. There are five subdivisions <br />using County Road 13 south of HWY 392. The only southbound accesses to these <br />subdivisions are from the intersection of Hwy 392 and CR13. County Road 13 is only <br />two lanes with no shoulder. There is also a trailhead for the Poudre River Trail i/2 mile <br />south of the intersection and a wildlife recreation area parking lot 1/4 mile south. <br />a. Without any road improvements, the increase in truck traffic will cause an increase in <br />congestion and safety concerns; <br />A traffic study was performed for the proposed mining operation by Delich <br />Associates. According to the study, only approximately 10% of the SerFer Pit <br />operation truck traffic will utilize CR 13 south of the site. The study showed the <br />level of_service . of CR. 13, Highway 392,_and the intersection of the two roads was___ <br />not changed. <br />b. A Department of Transportation survey of traffic flow must be performed and <br />adequate road improvements accomplished before mining operations begin; and <br />A traffic study was performed for the proposed mining operation by Delich <br />Associates. According to the study, the key intersections will operate at <br />acceptable levels of service. <br />e. Material spillage, road destruction, and truck airbrake use noise must also be <br />addressed and mitigated. <br />Since there will not be a significant increase in Connell Resources, Inc. truck <br />traffic, the road destruction should be no more than current traffic provides. <br />Connell Resources, Inc. will take all reasonable precautions to ensure the volume <br />of material that leaves the mining site arrives in its entirety at the final destination. <br />All trucks will be covered per state regulations.
