A Particulate Emissions Control <br />Plan is included in. the Construction Permit and describes how the dust and particulate <br />matter will be controlled. <br />4. "...with the proposal of an operation much closer I can't imagine the noise level and how it <br />would affect our quality of life." <br />It is unclear what.threshold or expectations to which this objector is referring. Connell <br />Resources, Inc. received noise related input from the neighborhood meetings. During the <br />meetings, the operation was described in detail. The operation will meet all noise level <br />limits from the town and the county. <br />Connell Resources, Inc. intends to utilize sound reducing efforts and techniques to <br />attenuate any noise generated on the site. This includes placing the crusher generator in <br />an insulated box and locating the crushing operations in the base of the active portion of <br />the mining pit. Further sound buffering will be provided as a result of stockpiling and <br />maximizing the distance between the crushing operation and the residential area <br />immediately south of the proposed operation. <br />5. "Another serious concern is the effect of the flood plain, how that would change and affect the <br />flood rating of our home." <br />A floodplain study has been completed. Results of the floodplain study have been <br />included in the DRMS and Town of Windsor permit applications. The floodplain study <br />shows no adverse impact to the floodplain will be caused during or after mining. A flood <br />plain permit will be obtained for the project. Connell Resources, Inc. will not begin <br />mining activities until all applicable permits are approved. This includes obtaining and <br />adhering to a development permit as required by the Town of Windsor Municipal Code <br />(Title IX _Flood Damage; Flood Control; Drainage). The project is not changing the flood.--,- <br />maps; therefore the flood rating of your home will not be altered. <br />If you are satisfied with the above explanation regarding your concerns, please submit a written <br />withdrawal of your objection to the Division of Reclamation, Mining, and Safety.
