It is partial <br />access for residents of Steeplechase. Further, CR 13 is on numerous school bus routes. Related <br />issues such as stop lights, acceleration and deceleration lanes, bike paths, additional parking for <br />public areas, restricted truck traffic, restricted southbound CR 13 truck use, material spillage <br />compression brake usage and speed limits must be addressed. <br />A traffic study was performed for the proposed mining operation by Delich Associates. <br />According to the study, approximately 10% of the SerFer Pit operation truck traffic will <br />utilize CR 13 south of the site. According to the. study, the key intersections will operate <br />at acceptable levels of service. Furthermore, an acceleration and deceleration lane will be <br />added on CR 13 prior to start of the mine in order to further alleviate traffic congestion <br />on CR 13. <br />Comment 3, Noise: The proposed operation would offensively increase noise levels in the <br />neighboring areas. Days and hours of operation should be severely limited. Processing of <br />material on site should be forbidden. Mined materials should be required to be removed from the <br />site in the wet stage. In the event some processing is permitted it should be restricted to sorting <br />of the materials only. In the event crushing of the material on site is permitted the crusher should <br />be required to be located in the pit itself and the noise abated with shields. <br />It is unclear what threshold or expectations to which this objector is referring. Connell <br />Resources, Inc. received noise related input from the neighborhood meetings. During the <br />meetings, the operation was described in detail. The operation will meet all noise level <br />limits from the town and the county. <br />Connell Resources, Inc. intends to utilize sound reducing efforts and techniques to <br />attenuate any noise generated on the site. This includes placing the crusher generator in <br />an insulated box and locating the crushing operations in the base of the active portion of <br />the mining pit. Further sound buffering will be provided as a result of stockpiling and <br />maximizing the distance between the crushing operation and the residential area <br />immediately south of the proposed operation. <br />Comment 4, Flood Plain: The proposed operation is completely within the floodplain and <br />therefore has the potential to cause interruption to the flow of flood waters. We are concerned <br />that interruption of the flood plain can cause serious risk to our property and the property of our <br />neighbors and subdivision as well as the health and safety of everyone. Appropriate studies <br />should be completed and guidelines instituted to insure the sanctity of the Flood Plain and safe <br />conditions during a flood event. <br />A floodplain study has been completed. Results of the floodplain study have been <br />included in the DRMS and Town of Windsor permit applications. The floodplain study <br />shows no adverse impact to the floodplain will be caused during or after mining. Connell <br />Resources, Inc. will not begin mining activities until all applicable permits are approved. <br />This includes obtaining and adhering to a development permit as required by the Town of <br />Windsor Municipal Code (Title IX Flood Damage; Flood Control; Drainage).
