III. COMMENTS - COMPLIANCE <br /> TBM C-1981-048 <br /> 23 June 2008 �j <br /> Page 1/2 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken during <br /> the inspection and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Trinidad Basin Mine conducted by Jim Stark of <br /> CDRMS. Sandy Brown, Dan Mathews and Jason Musick accompanied me on the <br /> inspection. The inspection was conduced on 23 and 24 June 2008. The main focus <br /> of this inspection was to complete year ten vegetation monitoring on the site. The <br /> TBM site is a forfeited site. The weather was hot and overcast and the ground was <br /> dry. <br /> Signs and Markers: - There was a DRMS reclaimed site sign up at the entrance to the <br /> site along the county road. <br /> Roads: - The main access road to the site is a county road. <br /> - There is a remaining ranch road on the Pit 2 contour at the bottom of the disturbed <br /> area. The road runs from the eastern 1/3 of the contour on the north side around the <br /> east side. The road was well maintained and appeared to be stable at the time of <br /> the inspection. This is a bug improvement over last year when we were out sampling, <br /> as the road was almost impassible at that time. There was a trailer placed on the <br /> contour on the far south edge of the east side. <br /> Hydrologic Balance: - Pond 15-P20 was dry at the time of the inspection. The bottom <br /> of the pond was dry and cracked and it appears as though it recently contained <br /> water. The embankment was well vegetated and appeared stable. There were no <br /> erosional problems noted on the embankment. The emergency spillway is a <br /> riprapped open channel. The spillway appeared to be stable at the time of the <br /> inspection. <br /> - Pond 15-P8 was dry at the time of the inspection. The embankment was well <br /> vegetated and appeared stable. There were no erosional problems noted on the <br /> embankment. The emergency spillway is a riprapped open channel. The spillway <br /> appeared to be stable at the time of the inspection. There was some musk thistle on <br /> the pond embankment. <br /> - Pond 22-P17 was dry at the time of the inspection. The entire pond was covered <br /> with grass and it appears as though much of the pond capacity has filled in with <br /> sediment over the years. There were no erosional problems noted on the pond. This <br /> is not much of a pond anymore. <br /> - Pond 15-P2 was dry at the time of the inspection. The entire pond, including the <br /> bottom, was well vegetated and appeared to be stable. No erosional problems <br /> were noted on the pond embankment at the time of the inspection. <br /> - Pond 15-P 11 was dry at the time of the inspection. There were green cattails at the <br /> bottom so there was water in the pond recently. There was good vegetative cover <br /> on the inside of the embankment but it was rather sparse on the outslope. <br /> i� <br />
