0 MINING PLAN EXHIBIT C <br />1. General Mining Plan <br />The property has been surveyed and the permit area will be staked prior to any site disturbance. <br />Map E-2 shows the mining plan. The plan shows that mining will be done in 2 phases: Mining <br />Areas 1 and 2. <br />Access to the permit area will be from Highway 90 from the south, to an existing road leading to <br />the processing area. The gravel deposit is irregular in shape due to the previous disturbance. Past <br />mining shows that the deposit is approximately 40' thick. Overburden is expected to be minimal <br />since there is a stockpile on site, which was not redistributed by the previous operations. Below <br />the gravel deposit is the Morrison formation, which is a sandstone layer visible on the walls of <br />the San Miguel canyon. <br />• Topsoil will be salvaged from all Mining Areas. The expected topsoil thickness which is limited <br />to approximately 3-6 inches is due to the previous disturbance and the limited amount that would <br />have been available originally. Initially, topsoil will be stockpiled in the northwest corner of the <br />permit area (See Map E-2). The topsoil in this new stockpile must be used for reclamation before <br />the full Mining Area 2 can be mined. Excess topsoil from local construction projects may be <br />brought to the site to be used as additional plant growth material during reclamation. All <br />imported material will be certified by the operator. Gravel will be mined and taken to the <br />crusher/screener by the loader. Mining will commence for a short amount of time per year to <br />allow for stockpiling for sellable material. All operations will be contained within the 9.96 acre <br />permit area. All topsoil from Mining Area 1 must be stockpiled because the operation will need <br />the pit floor area for operation and product storage. All final slopes will be mined to 3H:1 V to <br />reduce the amount of reclamation required after mining. When the operation moves into Mining <br />Area 2, all topsoil will be directly placed in reclamation areas.
