III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. Ground conditions on this day were dry and the <br /> weather was overcast and cool. <br /> Availability of Records <br /> The public copy of the mine records is kept at the Energy Fuels Coal Company office in <br /> Florence. Specific detail regarding the records inspection can be found on page 2a of this <br /> report. All other records were found in compliance. <br /> Roads <br /> Significant road grading has been conducted since the last inspection to address the <br /> landowners concerns. EFMC changed the orientation and added two water bars along the <br /> road leading to the RDA in an effort to prevent runoff from washing out the road surface on <br /> the lower section of this road. <br /> 11 <br /> Upper water bar Lower water bar <br /> EFMC also graded the "Arizona" road crossing <br /> east of the gate located at the northwest comer <br /> of the RDA. The crossing now appears easily <br /> passable in any vehicle during normal weather <br /> conditions. <br /> The main access road, also County Road 92 <br /> had also been graded from near pond 5 to the <br /> Newlin Creek gate. The road appeared in <br /> excellent condition (see shown below) <br /> 3 <br />
