Henry Barbe
Environmental Engineer
Mountain Coal Company
PO Box 591
Somerset, CO 81434
(970) 929-2238
hbarbenarchcoal . cone
DESCRIPTION OF OPERATD\TG PLAN AREA
Mike Peacock
Sr. Mine Engineer
Mountain Coal Company
PO Box 591
Somerset.. CO 81434
(970) 929-2301
Cell: 270-3419
mpeacock(aaarchco al . c.om
The proposed reclamation for 2008 will occur over MCC's West Elk Mine
longwall Panels 18 and 22. MCC proposes to plug and abandon up to seven MDW holes
drilled over these panels in portions of Sections 14, 15, 22, and 23 of T13S, R90W, 6'''
Prime Meridian, Gunnison County, Colorado. All of the proposed reclamation would take
place within the current permitted coal minim areas on coal lease COC-56447 held by
Arch Coal Inc.
METE PLAN AND SRP
MCC is currently mining Panel 18 as projected in MCC's 2008 Budget Plan.
Panel 18 is scheduled to be completed in July, 2008 (See Map 1). Mining of Panel 25
will commence approximately 40 days after Panel 18 mining is completed and will likely
finish in October 2008. MDWs for the next lonawall panels in the new mining areas of E
seam are currently on hold as the EIS process continues and CDRMS permits are
reviewed. MCC proposes to complete the reclamation of pads and plugging and
abandoning of the holes indicated in this document, understanding that completion of the
proposed reclamation is a function of whether some of the indicated wells may be
necessary to safely continue mining the remaining panels in the B seam.
Also, affecting the number of MDW's reclaimed is the magnitude of methane
encountered as mining proceeds. Current reclamation plans are based on the best
information available at this time. However, as the remainng panels are mined more
information is made available which will allow MCC to adjust reclamation plans
accordingly. Should such adjustments become necessary, MCC will contact the Forest
Service to note the adjustments to the reclamation plan.
ROAD RECLAMATION
MCC may reclaim two temporary spur roads.
Road Name Length Access to
19-04/05 Spur .03 mi 19-04/05 Pad
20-31 Spur .03 mi 20-31 Pad
The locations of the temporary drill roads to be reclaimed are provided on Map 2.
5
