III. COMMENTS - COMPLIANCE <br /> Colowyo C-1981-019 <br /> 3 June 2008 <br /> Pg 1/5 <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken during <br /> the inspection and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br /> The inspection was conducted on 3 and 4 June 2008. Kurtis Blunt of CCC <br /> accompanied me on 3 June 2008 and an intern, Kyle Eitel, accompanied me on 4 <br /> June 2008. The mine was actively mining coal and hauling coal to the loadout at the <br /> time of the inspection. The weather warm and sunny and the ground was mostly dry <br /> om 3 June 2008 and it was raining and muddy on 4 June 2008. <br /> Signs and Markers: - All of the necessary signs were in place as required at the time <br /> of the inspection. Mine ID signs were in place at the main entrance and at all of the <br /> ponds along Colorado Highway 13 as required. Colowyo has a mine identification <br /> sign at the access point (by the Sturgeon house) along Colorado Highway 13, which <br /> is the access point to the Section 28 Pond. <br /> Roads: - The mine access road and haul road to the Gossard Loadout is a paved <br /> road. The road was well maintained and in good condition. <br /> - The haul roads in the East and West pit areas were dry and appeared to be well <br /> maintained and stable at the time of the inspection. No erosional problems were <br /> noted on these roads. There was some dust on the roads but the operator was <br /> actively watering the roads on 3 June 2008 (no water was needed on 4 June 2008 as <br /> it was raining). <br /> - The light-use roads around the Gossard Loadout and to the rail loop were dry and <br /> appeared to be well maintained and in good condition at the time of the inspection. <br /> - The haul roads in the Bower project area (topsoil removal) are well maintained and <br /> appear to be stable. These roads are in the Taylor Draw and along the west edge of <br /> the Section 16 Pit. There is also a new haul road that was constructed just south of <br /> the existing Section 16 Pit. This road is for continued topsoil removal operations in <br /> advance of the mining in the South Taylor area. The operator is in the process of <br /> widening and leveling the road through the Section 16 Pit, as this will eventually be <br /> the main haul road for coal removal from the South Taylor Pit area. <br /> - The light-use road to the Section 16 Pond and reclamation (a spur off of the Bower <br /> haul road to the topsoil stockpile) was impassable at the time of the inspection. The <br /> road appeared to be dry but once we entered the road we realized that it was just <br /> the top that had crusted over and the road underneath was actually about 12"+ of <br /> mud. We ended up getting stuck and were not able to progress to the Section 16 <br /> Pond area. <br /> - The light-use roads in the East Pit reclamation area were all mostly dry. There was <br /> some minor rutting and rilling from the winter but overall these roads appeared to be <br /> stable and were in good condition. <br />
