III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> An excavator was on site at the west end of Wash Plant II re-establishing the ditch. All trash has been <br /> removed from this area, and TCC is in the process of grading and establishing a small cell at the east <br /> point of Pond D. This work is progressing nicely. <br /> Coal material had previously been pushed outside of the berm at the Train Load Out. Some of the <br /> material has been pulled back to within the drainage control area. A little more work is still necessary <br /> and the ditch needs to be re-established. <br /> TCC is in the process of installing piping and valves to the 6MN million Gallon Tank. The valve <br /> placement is located west of IOR borehole &pumphouse. A metal manhole has been installed to <br /> provide access to the valve assembly. A 90 degree connector was installed at this intersection. The ditch <br /> is still open and the piping continues to be installed. Permitting of an SAE was discussed with the <br /> operator in the area down slope from the pipe intersection. <br /> Routt County Road &Bridge department was conducting work on the RCR No. 33 bridge over Trout <br /> Creek. This is close to TCC's Surface water monitoring site on Trout Creek. TCC should inspect the <br /> surface monitoring site once work is complete to make sure it was not inadvertently impacted. <br /> Buffer Zone signs have erected at the 6MN pond area. <br /> Signs Mine ID sign on the East side of the property along Routt County Road No.33 still needs to be <br /> relocated to the current permit boundary location. The current location of this sign is too far to the East. <br /> Reclamation Success: TCC is in the process of training their summer staff for weed management. <br /> Whitetop and thistle were noted in several areas throughout the mine site.
