M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> The 2-West Portals, substation and South Fan sites were inspected. Vegetative cover is sparse at the <br /> portal sites,but all of these locations are stable and well maintained. <br /> The Substation B site was in very good condition. Silt fences are maintained and functioning well. <br /> The reclaimed areas appear to be fairly well vegetated. <br /> At the North Decline reclaimed area, the mine discharge site (016) was viewed. The mine discharge <br /> was flowing at approximately 275 gpm. <br /> The North Portals area was inspected. Coal Creek was dry at the time of the inspection. Roads were <br /> being watered for dust suppression at the Cameo substation and on the haul road leading to CRDA-1. <br /> The CRDA waste disposal sites were stable, diversions and perimeter ditches appeared functional. <br /> At the UTL loop area, Halliburton was actively using this location to load trucks with sand. The site <br /> has been approved for use by Halliburton to store and load construction materials. No problems were <br /> noted at any of the mine site locations during this inspection. <br />
