Long <br />Re: Technical Adequacy of Minor Revision 27 Application, C-84-063 Division Director <br />Reference: Your letter of July 2, 1999, Re: Permit No. C-84-063 <br />Dear Mr. Self <br />A number of adequacy questions were derived from a review of the subject application. These <br />questions are discussed in the following paragraphs. Most of the questions are related to posting <br />of the Applicant/Violator System (AVS) database. Documentation is required to make changes to <br />the AVS database. Documentation is defined as minutes of board meetings, letters of <br />appointments or resignations, or other such 1St order instruments. Enclosure 1 is a summary <br />spreadsheet of questions to be answered. <br />Enclosure 2 is an AVS printout of information regarding Eastside Coal Co Inc as the permittee. <br />This AVS printout lists David R. Sturges as the agent. The application, revised page 8, lists <br />Robert L.B. Watson as the agent. Please provide the end date of David R. Sturges and the <br />begin date of Robert L. G. Watson as agent. <br />Enclosure 3 is an AVS printout of information regarding the officers and directors of Eastside <br />Coal Co. Inc. The application (page 9) does not identify Robert L. G. Watson as President as does <br />the AVS printout. If Robert L. G. Watson is President, please add this designation on a revised <br />page 9. The application (page 9) does not identify Chris Williford as a Vice President, the <br />Secretary, and the Treasure as does the AVS printout. If the AVS designations are correct, please <br />add the designations to a revised page 9. <br />Enclosure 4 is an AVS printout of information regarding the officers and directors of Western <br />Associated Energy Corporation. The application (page 9a) lists Chris Williford as Executive Vice <br />President, the AVS printout lists Chris Williford as Vice President. Please provide the end date <br />as Vice President and begin date as Executive Vice President, with documentation, for Chris <br />Williford. The application (page 9a) lists Chris Williford as Chief Financial Officer. This <br />appointment has not been entered into the AVS database. Please provide documentation <br />(including the begin date) for the appointment of Chris Williford as Chief Financial Officer. <br />Enclosure 5 is an AVS printout of information regarding the officers and directors of Abraxas <br />Petroleum Corporation. The application lists Harold D. Carter as a Director, the AVS database <br />does not carry this appointment. Please provide documentation (including the begin date) for
