Equipment and operator performance factors were based on generally published and
accepted criteria (see individual worksheets).
Operator wages were all based on information supplied by CDMG.
Reclamation Time Frame. A reasonable time frame for a job of this magnitude is
estimated at approximately two months for backfilling, grading, and topsoiling.
The support equipment needed for the fleet size and time frame could then be
estimated. Mechanic labor rates were included in the lube truck cost.
Mobilization and Demobilization Costs. Mobilization and demobilization costs
were based on mobilizing the major pieces of equipment from Craig, Colorado.
CIRCES Cost Estimating Software was used to calculate the mobilization and
demobilization costs for initial reclamation, pond removal and site (rill and
gully) maintenance.
Indirect Costs
The following is an estimate of indirect costs associated with the reclamation
of the Hayden Gulch Loadout.
Contractor Profit and Overhead
Profit and overhead for the contractor was estimated using Graph 2, OSMRE
Reclamation Bond Handbook. This was estimated at 10 percent of the direct
costs.
Liability Insurance
This insurance protects the contractor against his legal liability to third
persons for bodily injury and property damage arising out of his own operations.
This cost has been estimated at 1.55 percent of the direct costs.
Contractors Performance Bond
The performance bond guarantees that the contract will be performed and that the
reclamation will be conducted to the satisfaction of the CDMG. This cost has
been estimated at 1.05 percent of the direct costs.
MR-16 6 Revised 11/07
