2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND RECLAMATION <br />OPERATIONS <br />• 2.03.1 Objectives <br />• <br />I • <br />The purpose of this section is to ensure that the Division receives all relevant information <br />required on surface ownership and the compliance history and status of BRI for continued coal <br />mining operations at the Golden Eagle Mine. This information is provided in the following <br />sections to answer each specific question in regard to continued operations. <br />2.03.2 Responsibilities <br />A written application is included in this permit application under which BRI will continue mining <br />operations at its Golden Eagle Mine. The following application provides the required <br />information and its location within this document for conducting coal mining in Colorado. <br />2.03.3 Format and Supplemental Information <br />(1)-(8) Additional information, which has been utilized by BRI to support the baseline <br />data and other operating data, is included in the text and presented in the Exhibits portion of <br />this application. Data, which has been taken.from the various reports, analyses, and other <br />reference material, is shown on the maps and within the application for which this information <br />was developed. <br />Numerous analyses of the soils, overburden, underburden, coal, and surface and ground water <br />have been completed by BRI. Analytical work of each of these materials was primarily done <br />by CT&E of Golden, Colorado and Core Laboratories of Aurora, Colorado. Laboratory <br />procedures for testing the overburden, soils, and water comply with standard EPA and USGS <br />procedures for the various required constituent analyses. <br />The supporting information and technical data supplied by various individuals and companies, <br />as shown in the Exhibits portion of this application, are also listed in Table 1, Organizations <br />Supplying Technical and Supplemental Information. <br />BRI filed five (5) copies of this complete permit application with original signatures. Each <br />application contains text addressing the appropriate rules, and exhibits and maps, which <br />support the explanation required in the text portion. <br />(9) Exhibit 32 provides the certification by a responsible official of the permit applicant that <br />the information contained in the application is true and correct to the best of the officials <br />information and belief. <br />2.03.4 Identification of Interests <br />(1) & (2) The permit applicant for the Golden Eagle Mine is Basin Resources, Inc., (BRI), a <br />Colorado corporation, located at 14300 Highway 12, Weston Colorado (approximately six <br />miles west of the town of Weston. The corporate address is: 2 North Cascade Avenue, 14~h <br />Floor, Colorado Springs, CO 80903.
