III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> Hydrologic Balance: Ponds B, C, D, E,F and G were observed. The discharges of Ponds F,D and G <br /> were accessible. Pond D was discharging clear effluent measuring 0.10 on staff gauge at the flume. <br /> TDS was measured with the Division's TDSester 1: 970 ppm. Pond F was discharging a clear trickle <br /> effluent measuring 0.038 on the 8" flume. Pond G was discharging clear effluent 0.34 on the staff gauge <br /> on the V-notch weir. TDS measured 1160 ppm. Pond B was discharging very slowly 0.31 on the staff <br /> gauge at the flume. Foidel Creek is running very high and discharge from Pond B is close to flowing <br /> back from Foidel creek. <br /> 6MN pond had a small breach near the pump. A trickle was running into a small drainage and running <br /> several hundred feet through an existing drainage prior to reaching Fish Creek. The water was clean and <br /> no obvious sediment was leaving the pond. The operator sampled the pond and initiated the pump as <br /> agreed upon with the CDPH&E. The operator patched the breach with a hand shovel. This area will <br /> need to be monitored. TDS on the pond near the pump was 830 ppm. <br /> RFeaeh fepeif- <br /> The Million Gallon Tank at PM Bay was overflowing. This overflow reports to pond G. The operator <br /> notified the appropriate personnel to shut off the flow to the tank. <br /> Ditches through out the mine site are in fairly good condition. The breach in the Refuse Pile West ditch <br /> has not yet been repaired. Flow continues to be diverted into the Pond A access road ditch and continues <br /> to report to Pond D. Ditch D-4 south of the portal has been cleaned and reshaped. This ditch is flowing <br /> freely. Some additional grading is still needed in the portal access area as there is still ponded water at <br /> the switchback. <br /> No clogged culverts were found. Flows in the ditches are freely flowing through all culverts. <br /> Coal material has been pushed outside of the berm at the Train Load Out. There is at least 75 feet of <br /> well vegetated area between this material and Foidel Creek. The terrain is very flat. This material needs <br /> to be pulled back to within the drainage control area. <br /> TCC is in the process of installing piping and valves to the 6MN million Gallon Tank. The valve <br /> placement is located west of IOR borehole &pumphouse and will have a metal manhole to provide <br /> access to the valve assembly. <br /> Signs Mine ID sign on the East side of the property along Routt County Road No.33 still needs to be <br /> relocated to the current permit boundary location. <br /> 4 of 5 WHITE- File YELLOW-Operator PINK-Specialist <br /> i <br /> ;I <br />
