III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. Joe Shoemaker of Twentymile Coal Company accompanied the inspection. The mine is <br /> an active underground mine. The weather was cool, windy and cloudy, with rain and snow showers in <br /> the afternoon. Patches of snow remains on the permit area, but most of the snowpack has melted off. <br /> Runoff is actively flowing to the ponds, in the ditches and throughout the mine site. The region has <br /> received rain and snow recently. The Mine is just completing a longwall move and is preparing to <br /> resume mining. <br /> Roads: Roads throughout the mine were muddy but mostly well graded. 6MN access road was driven to <br /> the Fish Creek crossing to inspect repairs conducted on the road after the high water runoff in April. <br /> Durable limestone gravel was placed in the low portion of the roadway. Joe stated that Fish Creek <br /> flowed very high the preceding weekend and flow passed through the gravel stretch without washing out <br /> the road. He also related that the main channel culverts were submerged and water flowed through the <br /> overflow culverts recently installed by TCC. This portion of the road was in good condition. Much of <br /> the washed out roadbase had been pulled out of Fish Creek bottomland, but due to soft conditions some <br /> material had been left until area dries. Flow in Fish Creek has come down a foot or more since this past <br /> weekends high water mark. No flow was going through the overflow culverts or the gravel portion of <br /> the roadway at the time of the inspection. TCC needs to submit a revision to the permit documenting the <br /> additions to the roadway. Hydraulic oil spill on the 6MN pad near the pump house continues to be <br /> cleaned up. Joe placed additional absorbent napkins on the visible oil patches. TCC has place an <br /> absorbent boom and napkins in the inlet of the 6MN pond. This is effective in keeping the material away <br /> from the pump at the south east side of the pond. TCC needs to continue to clean up and monitor this <br /> spill. Additional grading is needed on the 6MN pad where snow was pushed this past winter. Some <br /> snow and dirt material has been pushed off the 6MN pad on the Northwest side adjacent to the shaft <br /> heater propane tank. This material needs to be moved back within the drainage perimeter. <br /> The main access road into the permit was in good condition and well graded. Drainage off this roadway <br /> was collected in the roadside ditches. <br /> Haul Road B ditches were functional but need additional shaping. Drainage off Haul Road B is good in <br /> most areas but needs some additional shaping due to some soft areas. TCC has talked to the Division the <br /> need to permit a change to the Stoker loading turn around area. This location was looked at for potential <br /> expansion. Constraints in this area include Foidel Creek buffer zone, Pond E emergency spillway, and <br /> powerpoles for the line to New Wash Plant. <br /> The Refuse Pile Haul Road ditches are functional and drainage is running down the ditches. The Refuse <br /> Pile Haul Road is dry, however ditches do need additional shaping. <br /> Haul roads & access roads throughout the site are in good to fair condition. Additional grading is needed <br /> near the PM Bay, to the South of the New Wash Plant, and along Haul Road B near Pond B and under <br /> the conveyor. Road drainage from Haul Road B runs into Foidel Creek near pond B with minimal <br /> settling of the sediment form the roadway. <br /> 3 of 5 WHITE- File YELLOW-Operator PINK-Specialist <br />
