Colowyo C-1981-019 <br /> 20 May 2008 60-z7r� <br /> Pg 4/5 <br /> Hydrologic Balance (cont.): - Streeter Pond (cont.) - The pond embankment was well <br /> vegetated and appeared to be stable at the time of the inspection. The emergency <br /> spillway is a riprapped, open channel spillway. It appeared to be stable at the time <br /> of the inspection. No erosional problems noted on the embankment at the time of <br /> the inspection. The discharge from the Streeter Pond enters Goodspring Creek then <br /> flows through a large culvert under Colorado Highway 13. There is a large amount of <br /> sediment on the north side of the pond where the water enters the pond from the <br /> Streeter Ditch. This area (and the rest of the pond) will need to be cleaned this year <br /> to ensure proper pond capacity. <br /> - The Section 28 Pond contained a small pool of water and was not discharging at <br /> the time of the inspection. The pond embankment appeared to be stable at the <br /> time of the inspection. The emergency spillway is a riprapped, open channel <br /> spillway. It appeared to be stable at the time of the inspection. No erosional <br /> problems noted on the embankment at the time of the inspection. The pond <br /> embankment has been seeded (this past fall) and there was evidence of some <br /> germination. <br /> - All of the roadside ditches appeared to be stable and in good condition. There <br /> were no sediment or erosional problems noted in any of the ditches at the time of the <br /> inspection. <br /> Backfilling and Grading: - The top of the West Pit overburden stockpile still needs to <br /> be removed to the new approved elevation as permitted in Technical Revision 63. <br /> Support Facilities: - The facilities area was in good condition at the time of the <br /> inspection. No problems were noted with the area. <br /> - The Gossard Loadout was stable and in good condition at the time of the <br /> inspection. No fugitive dust coming from the coal stockpiles or stacker tube at the <br /> time of the inspection. <br /> Topsoil: - The operator, through the contractor Bower Brothers, was removing topsoil <br /> from the box cut area of the South Taylor Pit. The topsoil is being stockpiled in a new <br /> pile just south of the West Pit (west of the Section 16 Pit) and next to the pile above <br /> the East Pit highwall. The contractor was dumping the topsoil and pushing it with a <br /> dozer to complete the stockpile. All of the activity in the Bower Work area appears to <br /> be progressing nicely and in accordance with the approved operations plan and <br /> the Rules. <br /> - Anson (who constructed the West Taylor and Section 28 Ponds) was also stripping <br /> topsoil. They were currently stripping topsoil from the underdrain area of the East <br /> Taylor Fill. Anson was hauling their topsoil to a new pile adjacent to the pile where <br /> Bower is hauling their topsoil. It appears as though Anson has the problems with their <br /> haul road fixed at this time. <br /> General Mine Plan Compliance: - The 101 dragline is on the East Pit highwall <br /> performing reclamation (although it was not operating at the time of the inspection). <br /> - The 102 and 103 draglines were removing overburden in the West Pit. <br />
