Chapter V <br /> The 2.6 acre fill adjacent to the Tunnel Pad will remain as part of the approved post <br /> mining plan. <br /> d. Preparation Plant Area. <br /> The approved backfilling and grading plan for the central complex/preparations <br /> plant area calls for the use of 64,000 cu. yds. of washer refuse as fill. See Appendix <br /> V-E-3. <br /> At the conclusion of mining, prior to cessation of coal washing at the preparation <br /> plant, 64,000 tons of refuse will be stocked for use as fill in backfilling and grading of <br /> the preparations plant area. <br /> Mid-Continent will disassemble the Savage garage structure, leaving the concrete <br /> foundation as a base on which to store the refuse for use in backfilling and <br /> grading.** <br /> The wash plant, and other surface buildings will then be disassembled. Metal will be <br /> sold as scrap, and the foundations rubblized. The rubble will be used as part of the <br /> backfilling and grading to achieve post-mining contours. <br /> The plan to achieve approximate original contour in this area is that rubble and <br /> refuse will be deposited as necessary to achieve final contours, and the area will be <br /> graded. See App. V-E-3 for contours and cross sections. <br /> Rubble from the foundations will provide an estimated 50,500 cu. yds. of fill, and <br /> refuse will provide 64,000 cu. yds. <br /> An additional 8,700 cu. yds. topsoil will then be spread and the area reseeded with <br /> the appropriate 8,000' seed mix. <br /> * Note: The intention of the operator is to utilize the area for winter recreation, <br /> including cross-country skiing, snowcat served skiing and developed lift-served <br /> downhill skiing. The preparations plant area is essential to those plans. Near the <br /> end of the mine life, Mid-Continent will request approval of retention of some of the <br /> current, rather than original, contours and retention of some of the structures, for <br /> the recreation use. <br /> However, the current permit submittal assumes removal of all structures, backfill <br /> and grading to return to the approximate original contours. <br /> ** As an alternative, Mid-Continent proposes the Sutey refuse conveyor belt be <br /> used to convey material from the Sutey area back to the prep. plant area. This <br /> would entail reversing the direction of the belt. The belt, as compared to a truck <br /> haul, is more efficient, creates less dust and traffic and is not dependent on dry <br /> road conditions. This would be done prior to disassembling the belt, of course. <br /> 25 <br />
