III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> Topsoil <br /> At the.Well Field, off-site water was seen flowing from the culvert pipe underneath Stevens Gulch <br /> Road and following the ditch that runs between the road embankment and the topsoil pile. No <br /> associated erosion of the pile was observed. On the Fan Bench, the reclamation contractor <br /> had relocated a topsoil pile to make room for earthwork activities. The pile was clearly marked <br /> at its hew location. <br /> General Mine Plan Compliance <br /> Reclamation activities at the East Mine are proceeding in a well-organized fashion (Figure 3). <br /> The project superintendent for the contractor has a very clear understanding of the reclamation <br /> requirements, and is taking necessary precautions to protect environmental resources in the <br /> process. <br /> Fish & Wildlife <br /> Signs of deer were plentiful at the site, particularly at the West Ridge sediment pond and the Old <br /> Waste Disposal Area. <br /> Revegetation <br /> Grasses at the West Mine were beginning to grow, and appeared to be evenly distributed. <br /> Some thistle rosettes were observed at the West Mine (Figure 4). The operator indicated that <br /> weed.coptrol_,efforts would commence shortly. <br /> Air.Resource Protection <br /> The Haul Road leading to the Crushing and Screening bench was dry, and the trucks using the <br /> road to transport R.O.M. material were generating dust as they traversed it. Dust control via <br /> water truck was occurring diligently at the crossing of Stevens Gulch Road. <br /> Slides & Damage <br /> At the West Mine, a tension crack (approximately 1" in width) was observed running semi- <br /> continuously for 100 feet across the slope, approximately 1/3rd of the way down from the top. <br /> Snow loads this past winter were heavier than average. This crack should be monitored closely <br /> in the future to ensure that no slip failures are likely(Figure 5). <br /> Excess Spoil & Development Waste <br /> Once conditions of the material permit, the remainder of the coaly material from the R.O.M. Pile <br /> will be hauled to and placed in the prepared site at the upper end of the West Ridge Waste Pile. <br /> Reclamation Success <br /> At the West Mine, numerous sections of silt fence are in need of repair(Figure 6).
