Time and again, I have seen and heard of <br />sites not properly reclaimed, and even if equipment emissions do meet state standards, <br />said standards may not negate our near-certain loss of property value and annoyance <br />or discomfort, ?i <br />Finally, the Project Narrative states "McStone also proposes permitting the area for <br />washing and crushing aggregate products as well as for a concrete batch plant and an <br />asphalt plant." Our concerns over this proposed activity are to numerous to list in this <br />short comment letter. Suffice it to say, however, that asphalt plants are generally <br />regulated because they are air pollution sources that may emit significant levels of both <br />particulate matter and gaseous volative organic compounds (VCCs). These pollutants <br />are deemed detrimental to human health, and may even be carcinogens.' At the very <br />least, I have a documented medical record of semi-frequent and rather serious asthma <br />attacks, to which I am afraid the proposed activities may rouse or worsen. Again, <br />speaking from recent experience, last years activities at the Noland Site caused flairups <br />with my asthma (such as wheezing, coughing and even eye irritation). <br />Not incidentally, our 35 acre parcel has 3 ponds where blue heron, ducks: migrating <br />geeso, muskrats and deer frequent th roughout the year. We have even spotted hawks <br />and eagles. The ponds were one of the main draws for my mother and I, and use of our <br />land by wildlife is a use of the property that we wish to not lose, but rather preserve. We <br />are alarmed for the wildlif'a and the ponds as their home and water source could be <br />affected by the proposed gravel mining operations through noise, air, soil, and water <br />contaminationipollution. We further believe that wildlife use adds value to our property <br />for us and also in the eyes of prospective purchaser. <br />In sum, the existing Noland gravel pit exudes dust, noise, asphalt odor and congestion, <br />etc. This County's permitting for another gravel pit would only intensify the existing <br />problems for us, for adjacent residents and for visitors to the beautiful Mancos valley, <br />Make no mistake, we are, deeply concerned and ernotionai over this issue since the <br />proposed site is literally several stones-throw-away from our living quarters. <br />Respectfully, <br />Catherine Neva Debra Cross <br />Owner daughter/Caretaker/Year-round Resident <br />A.spltalt plazas tnix @;ravel and sand.N ith crude oil dea'ivatives to ;Halle the asphalt used to pave roads, highw4ys, <br />and parkvtg lots across the U5.
