MINE ID # OR PROSPECTING ID #: net-t99_i(~.~5- <br />INSPECTION DATE: 5/t i~nnR INSPECTOR=S INITIALS: JI F <br />C:RM <br />OBSERVATIONS <br />This was a final release inspection conducted by Jared Ebert and Carl Mount of the Colorado Division of Reclamation, Mining and <br />Safety. lien Connell of Connell Resources Inc. accompanied us on the inspection. The site is located approximately 1 mile southwest <br />of "f imnath in Larimer County, Colorado. "the area was reclaimed for lined storage reservoir and re-vegetated with pasture grasses. <br />'The mine site boundaries were clearly delineated and the proper mine entrance was posted. The slopes created in the permit area and <br />around the pond were within the reclamation plan limits. The majority of the area surrounding the reservoir is covered with dense <br />vegetation including a diverse array of grasses, trees and shrubs. <br />Several metal tanks and tires were left on the site near the southern entrance gate (see Figure 2); Mr. Connell stated that the refuse was <br />put there by the land owner. The office will need a notarized letter from the land owner stating that the equipment is his property and <br />wants it to be left on the site when the reclamation of the site is complete. The letter must be subnutted to office before the site is <br />released or the eyuipmm~t will need to be removed from the site. 'This is in accordance to C'.R.S. 34-32.5-116 (4) (e). <br />At this time, the request for the site to be released is denied because of inadequate perennial vegetation found around the southern <br />portion of the reservoir and near the southern entrance gate (See figure 2-3). The current vegetation at these sites does not meet the re- <br />vegetation requirement of the reclamation plan. 1'he area around the reservoir must be re-vegetated in accordance with Rule 3.1.10 (1) <br />and C.R.S. 34-32.5-116 (4) (t) which states, "In those areas where revegetation is part of the reclamation plan, land shall be re- <br />vegetated so that a diverse, effective, and long-lasting vegetative cover is established that is capable ofself-regeneration and is at least <br />equal, with respect to the extent and cover, to the natural vegetation of the surrounding area. Species chosen fix revegetation shall be <br />compatible for the proposed post-extraction land use and shall he of adequate diversity to establish successful reclamation." Adequate <br />perennial vegetation as listed in the reclamation plan must be planted in the southern portion of the reservoir and at the southern <br />entrance gate to meet the criteria stated previously before the site can be released. Please submit a letter by July 1 1`h, 2008 committing <br />to plant vegetation in the southern portion of the pit and in the area around the southern entrance gate in accordance with the approved <br />rerlarnation plan. Within the letter please supply a list of species to be planted, the method that will be used to seed the area, any soil <br />amendments that will be employed, a description and the amount of any mulch that will be used, any crimping methods that will be <br />employed, and a schedule for the reclamation activities when they will begin and when they will he completed. <br />Several Russian-olive (Eluerungu.~~ un,~ustif~lia) trees were observed near the North West corner of the site (See Figure 1). 't'hese trees <br />must be treated and or removed from the site before the site can be released. The Operator is advised to remove the Russian-olive <br />trees while the infestation is relatively small and localized. Please submit a revision to the pern~it by July 1 I`h, 2008 committing to <br />treat the Russian-olive trees. Within this revision, please submit a weed control and management plan. This plan should he developed <br />in consultation with the county extension agency, or weed control district office, and should include specific control measures to be <br />applied, a schedule of when the control measures will be applied, and apost-control monitoring plan.
